Barberà del Vallès modifica l'ordenança de l'IBI per al 2027

The Barberà del Vallès City Council has provisionally approved the modification of the tax ordinance regulating the Real Estate Tax (IBI) for the 2027 fiscal year and subsequent years. The agreement was reached by the Municipal Plenary in an ordinary session on October 21, 2026, with the legally required quorum, and is now subject to public consultation for 30 business days. The edict is published in the Official Gazette of the Province of Barcelona on October 26, 2026, with the official reference CVE 202610158576 and file GT2026/25.

The approved text is incorporated into the file via Annex 1, which the City Council makes available to interested parties on the municipal electronic office. The edict does not detail the specific content of the modification—tax rates, rebates, or quotas—meaning the regulatory details can only be consulted through this annex and the administrative file.

The publication is framed within Article 17.4 of the Recast Text of the Law regulating local finances, approved by Royal Legislative Decree 2/2004, of March 5, and Article 111 of Law 7/1985, of April 2, regulating the bases of the local regime, as well as Article 178 of Legislative Decree 2/2003, of April 28, which approves the recast text of the Municipal Law of the local regime of Catalonia.

Thirty business days to examine the file

The council presents the provisional approval agreement to the public for a period of 30 business days. The announcement is disseminated through three simultaneous channels:

  • The municipal notice board.
  • The Official Gazette of the Province of Barcelona.
  • One of the most widely circulated newspapers in the province.

During this period, persons with a direct interest or those who are affected, under the terms of Article 18 of the recast text of the Law regulating local finances, may examine the file and submit any claims they deem appropriate. The calculation of the term does not begin with this publication, but on the day following the publication of the last of the announcements.

From provisional to definitive approval without a new agreement

The edict establishes the usual mechanism for tax ordinances: if no claim is submitted within the public exhibition period, the provisional approval agreement will become definitive without the need for a further agreement from the Plenary. This automation is what makes the 30-day period the actual window for citizen intervention regarding the IBI receipt.

Appeals: not now, two months after definitive approval

The initial approval agreement is a non-qualified and non-definitive procedural act in the administrative process, meaning that no appeal may be filed against it. Once the ordinance becomes definitive, a contentious-administrative appeal may be filed directly before the Contentious-Administrative Chamber of the High Court of Justice of Catalonia, within a period of two months starting from the day after the definitive publication in the Official Gazette of the Province of Barcelona, in accordance with articles 10.1.b) and 46 of Law 29/1998, of July 13, on Contentious-Administrative Jurisdiction.

A complete fiscal package for 2027

The modification of the IBI (Property Tax) does not come alone: the same Plenary session on October 21 provisionally approved the revision of other tax ordinances, all published in this same issue of the gazette and subject to the same 30-working-day procedure:

  • Tax on constructions, installations, and works (ICIO), file GT2026/27, CVE 202610158572.
  • Tax on the increase in value of urban land (IIVTNU), file GT2026/28, CVE 202610158571.
  • Mechanical traction vehicle tax (IVTM), file GT2026/26, CVE 202610158535.
  • Fee for the provision of administrative intervention services in the activity of citizens, tax ordinance no. 2.3, file GT2026/30, CVE 202610158529.

The IBI is the tax figure that affects the largest number of residents, as it taxes the ownership of any urban, rural, or special characteristic property within the municipal district. Therefore, the modification has a direct impact on the bill paid by all owners in Barberà del Vallès starting from the 2027 fiscal year, and the procedure currently open is the only opportunity to challenge it before it becomes definitive.
