Barbastro puts out to tender the 2026 New Year's Eve party at the Exhibition Grounds
Por FactBox Admin

The Barbastro City Council has opened the procedure to grant, under terms of open competition, a normal private use license for the Fairgrounds (Recinto Ferial) intended for the organization and operation of the 2026 New Year’s Eve party. The opening is approved by Decree No. 3338 of the Mayor’s Office and is announced in the Official Gazette of the Province of Huesca No. 209, dated October 30, 2026, with official reference BOPH-2026-209005. Interested operators have ten business days to submit their offers.
The announcement is published in the Local Administration section, within the City Councils category, and occupies pages 52 and 53 of the provincial gazette. The text is signed by the mayor-president, Fernando Torres Chavarría, dated October 28, 2026, and is processed under the Heritage heading with file 1912621T and the Barbastro council’s NIF P2206100F.
A private use license of the public domain
The legal figure employed is not a service contract nor an ordinary temporary occupation authorization, but rather a license for the normal private use of a public domain asset. The declared objective is twofold: the organization and economic exploitation of the 2026 New Year’s Eve party at the Barbastro Fairgrounds, such that the successful bidder assumes both the setup of the event as well as its operation and performance.
The procedure is resolved under a regime of open competition; that is, through open competition among the proposals submitted, without prior invitation or direct award.
Ten business days to submit offers
The deadline to participate by submitting offers is ten business days starting from the day following the publication of the announcement in the Official Gazette of the Province of Huesca. The count therefore begins with the appearance of the announcement in issue 209, dated October 30, 2026.
This is a brief window, which requires candidates to have the documentation and economic proposal prepared in advance, as the calendar leaves no room for prior formalities once the deadline has opened.
The conditions, in the municipal electronic office
The announcement does not detail the fee, the occupied area, the capacity, or the technical obligations of the successful bidder. It expressly refers to the consultation of the procedure’s conditions in the electronic office of the Barbastro City Council: https://barbastro.sedipualba.es/.
It is in that space where solvency requirements, required guarantees, and the minimum content of the offers must be verified before competing, as indicated by the official announcement itself.
A niche for hospitality, leisure, and event companies
The license combines the operation of a fairground space with a festive call of a unique nature, a profile that fits hospitality companies, nightclubs, nightlife promoters, and event production companies. The standard private-use formula allows the holder to manage the activity at their own risk and venture during the celebration, always within the conditions set by the city council.
The opening decree also establishes the timeframe: the call applies exclusively to New Year’s Eve 2026, and the announcement does not extend the license to subsequent editions.
A Tight Calendar
The publication arrives with the fiscal year about to close and the party barely two months away, which reduces the preparation margin for both the city council and the bidders. The speed of the process will be decisive for the Fairground to have a holder before the city’s Christmas programming begins.
For the leisure sector in the region, the call is one of the few opportunities of the year to access a large-format covered public space in Barbastro through a competitive process and with a set of conditions accessible from the municipal electronic office.
