The Barbastro City Council has resolved the selection process for Administrative Assistant and has hired Gemma Labuena Espés as permanent contractual staff, classified in Group C, subgroup C2. The decision was adopted by the Councilor for Finance, Internal Affairs, and Tourism, Blanca Galindo Sanz, through Decree 3200/2026, dated October 16, which is published in the Official Gazette of the Province of Huesca number 202, corresponding to Wednesday, October 21, 2026, with the official reference BOPH-2026-202003.
A five-point decree
The announcement, processed under file 1731196P and NIF P2206100F, contains the complete resolution of the procedure:
- First: declare the selection process carried out as valid.
- Second: hire Gemma Labuena Espés as an Administrative Assistant, Group C, subgroup C2, as permanent contractual staff, upon the proposal of the tribunal.
- Third: assign the candidate to position 9.2 of the current Job Position List (RPT).
- Fourth: authorize and arrange the expenditure derived from the hiring.
- Fifth: require the successful candidate to sign the contract within a maximum period of thirty business days from publication.
- Seventh: notify the interested party and the Personnel Unit of the decree and order its publication in the provincial gazette.
The text was signed in Barbastro on October 19, 2026, by the councilor herself and is accompanied by the corresponding CSV validation code.
The cost of the position
The resolution quantifies the economic impact of the hiring at 7,591.16 euros for the 2026 fiscal year, calculated over three months of accrual:
- Salaries and wages: 5,744.35 euros.
- Social Security paid by the City Council: 1,846.81 euros.
- Total annual expenditure: 7,591.16 euros.
The position is assigned to post 9.2 of the RPT, the same code that in August had been awarded to Raquel Pagola García in the resolution linking her to the Cultural Management position.
A disputed position within a wave of appointments
The hiring of Labuena Espés closes a sequence of municipal resolutions regarding Administrative Assistant positions. Decree 2649/2026, dated August 28, published in the Official Gazette of the Province of Huesca number 165 on August 31, awarded positions 9.2 and 9.6 to Raquel Pagola García and Beatriz Penella Herbera, with a combined expenditure of 64,211.52 euros. On that same day, Decree 2660/2026 appointed Ana Isabel Fernández Panzano as a career civil servant in position 4.7, at a cost of 28,329.81 euros.
Added to this is Decree 2552/2026, of August 21, which awarded the position of Administrative Assistant RPT 4.4, assigned to the Heritage Unit, to Rosa María Dueso Broto through a merit competition and mobility system. That procedure had been convened via Decree 2219/2026, of July 22, to fill three vacant positions in the labor staff.
Two months to go to court
The decree is final in the administrative route. According to the announcement, an appeal may be filed against the resolution before the Social Section of the Court of First Instance based in the provincial capital within two months from the day following the notification, in accordance with Article 69 of Law 36/2011, of October 10, regulating social jurisdiction, without prejudice to other appeals that the interested party deems appropriate.
Effective incorporation is conditional upon the signing of the contract within thirty business days following publication, meaning the deadline extends well into December if holidays and weekends are excluded.
The publication in the provincial bulletin finalizes an administrative assistant position that had remained vacant or pending resolution after the August process, and clears the filling of position 9.2 in the municipal staff of Barbastro, one of the most requested in the City Council’s recent selection processes.
