Barbastro opens grants to rehabilitate the old town and paint facades

The Barbastro City Council has published the call for grants destined for the building rehabilitation of the old town and the painting and decoration of facades in the urban center, for actions carried out during the year 2026. The grants, which are awarded on a competitive basis, reach up to 2,500 euros per beneficiary and action in the case of rehabilitation and up to 1,000 euros for the painting of facades. The announcement appears in the Official Gazette of the Province of Huesca number 164, dated August 28, 2026, with reference BOPH-2026-164002.
Regulatory Framework and Purpose
The call is processed in accordance with Law 38/2003, of November 17, General Law on Subsidies, and Legislative Decree 2/2023, of May 3, of the Government of Aragon, which approves the revised text of the Aragon Subsidies Law, in its article 16.2. Beneficiaries may be those subjects who meet the conditions of article 13 of the General Law on Subsidies and carry out the purpose of the aid. There are two eligible actions:
- Building rehabilitation: conservation and maintenance works, restoration, consolidation and repair, conditioning, restructuring or exteriors, of both common and private elements of buildings with predominantly residential use, including major and minor works.
- Painting and decoration of facades: painting of facades, including eaves, downspouts, carpentry, hardware, shutters, puttying and scraping of walls, as well as the installation of scaffolding.
Amounts and Requirements
The grants are awarded with the following economic limits:
- Building rehabilitation: up to a maximum of 2,500 euros per beneficiary and action, with a minimum protectable budget of 500 euros (excluding VAT) and without subsidizing more than 80% of the protected budget.
- Painting and decoration of facades: up to a maximum of 1,000 euros per beneficiary and action, provided it does not exceed 80% of the expenditure incurred.
To apply, it is necessary to have requested and obtained the corresponding license or enabling title, to have started execution from the day following the conclusion of the 2025 call period, and to have fully executed the actions (work, payment, and justification) by the date of submission of the application. “Old town” is understood as the area delimited in article 5.1.1 of the NN.UU. of the PGOU, and “urban center” as urban land in a basic developed state.
Excluded are actions on buildings outside of urban planning, those declared in ruins or with a deficient state of conservation requiring larger-scale interventions, and those included in areas requiring a development planning figure that has not yet been approved.
Submission of applications
Applications are addressed to the Mayor of the Barbastro City Council and are submitted at the municipal General Registry or in the registries provided for in Article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure, using the standardized form (ANNEX I), available on the municipal website (www.barbastro.org), the electronic office, and the Grants Portal of the Government of Aragon. The period begins the day after publication in the bulletin and concludes on October 1, inclusive.
The mandatory documentation includes proof of identity, a certificate of being up to date with the City Council, a responsible declaration of compliance with tax and Social Security obligations, the justifying economic report, invoices and proof of payment, and the conformity report from the Municipal Architect regarding planning, particularly with the Special Protection and Reform Plan for the Old Town. If the application does not meet the requirements, a maximum and non-extendable period of ten business days will be granted to remedy deficiencies.
Relevance for residents
The call, signed on August 26, 2026, by the delegated councilor for Urban Planning and Environment, Lorenzo Borruel Gámiz, offers owners and communities of the old town and the urban center of Barbastro a means of municipal financing to preserve the built heritage and improve the appearance of facades. As these are competitive grants, it is advisable to submit the application with complete documentation within the deadline to qualify for the maximum amounts provided.
