Barbadás nomea axente da Policía Local a Borja Cardoso Rodríguez

The Barbadás City Council has appointed Borja Cardoso Rodríguez as a career civil servant in the position of Local Police officer, according to Decree no. 2026-2194 issued by the Mayor’s Office on October 15, 2026. The resolution is published in the Official Gazette of the Province of Ourense on October 21, 2026, within section IV, Local Entities, with the official reference R. 2.483. The appointee has a maximum period of one month, counted from that publication, to take office and join the post.

The decree bears the signature of the mayor, Xosé Carlos Valcárcel Doval, and resolves an appointment as a career civil servant —not an interim position— in one of the base categories of the municipal body. The full publication in the provincial gazette is not a minor formality: it marks the starting point for both the period to take office and the deadlines to challenge the resolution, which exhausts the administrative route.

Appointment File

The text published in the gazette details the administrative conditions of the new officer:

  • Appointed person: Borja Cardoso Rodríguez, identified with DNI no. 44**02**M.
  • Link: career civil servant.
  • Scale: Special.
  • Subscale: Special Services.
  • Category: Police, group C, subgroup C1.
  • Destination: Local Police officer of the Barbadás City Council.
  • Resolving body: Mayor’s Office of Barbadás, by resolution of October 15, 2026.
  • Publication date: October 21, 2026, in the Official Gazette of the Province of Ourense.

The classification in subgroup C1 places the position at the level of a high school diploma or technical qualification, which is standard for officer positions in Local Police bodies.

One-month period to take office

The decree warns that the appointee must take office and join within a maximum period of one month from publication, in accordance with article 60 of Law 2/2015, of April 29, on public employment in Galicia. The regional regulation sets that month as the general limit for a career civil servant to join the post after appointment.

The announcement adds an explicit consequence in case of non-compliance: if office is not taken within the indicated period and there is no justified cause, the candidate loses the right to be appointed as a career civil servant. In other words, the published appointment is not automatic in practice, but requires the effective act of taking office to be consolidated.

Appeal or contentious-administrative process

The resolution exhausts the administrative route, therefore the gazette opens two possibilities for challenge for interested parties:

  • Optional appeal for reversal (recurso potestativo de reposición) before the same body that issued the decree, within a period of one month from the day following the notification, under article 124.1 of Law 39/2015, of October 1, on the common administrative procedure.
  • Contentious-administrative appeal before the Contentious-Administrative Court of Ourense, within a period of two months from the day following the notification.
  • Any other appeal that the interested parties consider appropriate according to the law.

The text reminds that both avenues cannot be accumulated and that the deadlines are counted from the day following the notification of the act.

Reinforcement of the municipal staff framework

The appointment consolidates a position as an officer in the Local Police of Barbadás with a career civil servant, which provides stability to a service directly linked to citizen security and traffic in the municipality. For the residents, the publication means that the council has a new officer in conditions of full legal capacity once the assumption of office takes place. For candidates and applicants, the decree also sets a clear precedent regarding deadlines and the consequences of not joining the post within the established time.
