Barbón sustituye temporalmente a Zapico con el consejero de Medio Rural

The President of the Principality of Asturias, Adrián Barbón Rodríguez, has arranged for the Minister of Rural Environment and Agricultural Policy, Marcelino Marcos Líndez, to substitute for the Minister of Territorial Planning, Urbanism, Housing, and Citizen Rights, Ovidio Zapico González, during the latter’s temporary absence. The decision is formalized in Decree 30/2026, of October 6, published in the Official Gazette of the Principality of Asturias (BOPA) no. 195, of October 8, 2026, within section I, Authorities and Personnel. The substitution applies to October 9, 2026.

The decree is issued under the provisions of articles 17.c), 18.1, and 35.1 of the Law of the Principality of Asturias 6/1984, of July 5, regarding the President and the Government Council, the regulation that governs the substitution of ministry heads in the event of temporary absence. The text is signed by the President of the Principality himself and dated in Montevideo (Uruguay) on October 6, 2026, two days before its official publication.

Who assumes the competencies

The handover falls to the head of Rural Environment and Agricultural Policy, who will temporarily assume the powers of the Department of Territorial Planning for the duration of the titular minister’s absence:

  • Substituted Minister: Ovidio Zapico González, head of Territorial Planning, Urbanism, Housing, and Citizen Rights.
  • Substitute Minister: Marcelino Marcos Líndez, head of Rural Environment and Agricultural Policy.
  • Application date: October 9, 2026.
  • Deciding body: Presidency of the Principality of Asturias.
  • Enabling regulation: Law 6/1984, of July 5, articles 17.c), 18.1, and 35.1.

The affected portfolio covers areas such as territorial planning, urbanism, housing, and citizen rights, competencies that temporarily remain in the hands of the Minister of Rural Environment.

A recurring handover this autumn

This is not the first time the Department of Territorial Planning has changed hands temporarily in recent weeks. Decree 25/2026, of August 18, published in BOPA no. 162, of August 21, 2026, had already arranged a substitution for the same minister between August 24 and September 3, 2026, although on that occasion the substitute was the Minister of Mobility, Environment, and Emergency Management, Alejandro Jesús Calvo Rodríguez.

The mechanism has also been applied in reverse. Decree 20/2026, of August 10, published in BOPA no. 156, of August 13, 2026, provided that during the temporary absence of Marcelino Marcos Líndez, between August 14 and 24, 2026, he would be substituted by the Minister of Education, Eva Ledo Cabaleiro.

Publication and effects

Decree 30/2026 appears in section I of the regional bulletin, dedicated to provisions on authorities and personnel, with the identification code 2026-08238. It is a procedural act of the Presidency of the Principality, without general regulatory content, the effect of which is limited to ensuring the continuity of the ordinary handling of departmental matters during the holder’s day of absence.

Publication in the official gazette is the requirement that provides validity and publicity to the substitution, so that the signing of resolutions and files in the Territory area during that day is legally protected.

The handover has a direct impact on the processing of urban planning, land use, housing, and citizen rights files pending signature on that date. For citizens and developers with ongoing matters before the ministry, the measure does not alter deadlines or procedures, but it does determine which holder of the regional Executive is responsible for the decisions adopted during the absence.
