Barbón entrusts Peláez with Llamedo's duties for three days

The President of the Principality of Asturias, Adrián Barbón Rodríguez, has arranged for the Minister of Presidency, Demographic Challenge, Equality and Tourism, Gimena Llamedo González, to be replaced by the Minister of Finance, Justice and European Affairs, Guillermo Peláez Álvarez, during her temporary absence. The substitution spans from September 28 to September 30, 2026, both inclusive. The decision is formalized in Decree 29/2026, of September 23, published in the Official Gazette of the Principality of Asturias (BOPA) no. 186, of September 25, 2026, within section I, Authorities and Personnel.

The decree is issued under the provisions of articles 17.c), 18.1 and 35.1 of the Law of the Principality of Asturias 6/1984, of July 5, regarding the President and the Government Council, which regulate the deputization and substitution of members of the regional Executive. The text was signed in Oviedo on September 23, 2026, by the president himself and bears the official reference Code 2026-07825.

A three-day absence covered by decree

The regulation does not introduce changes to the structure of the Asturian Government: it is limited to ordering who assumes the functions of the head of Presidency, Demographic Challenge, Equality and Tourism during her absence. The essential details of the provision are as follows:

An inverse precedent in August

The formula used reproduces the one the Executive already employed weeks ago, although with the roles reversed. Through Decree 23/2026, of August 11, from the President of the Principality, it was arranged that during the temporary absence of the Minister of Finance, Justice and European Affairs, Guillermo Peláez Álvarez, he would be replaced by the Minister of Presidency, Demographic Challenge, Equality and Tourism, Gimena Llamedo González, between August 13 and 21, 2026. That decree was published in the BOPA of August 13, 2026, with reference Code 2026-06845.

The same Minister of Finance, Justice and European Affairs has also acted as a deputy in other portfolios during the summer. Decree 24/2026, of August 18, from the President of the Principality, published in BOPA no. 162, of August 21, 2026, authorized him to deputize for the Minister of Science, Industry and Employment, a deputization that was invoked in resolutions signed by Guillermo Peláez Álvarez on August 24 and September 2, 2026.

Competencies and Scope

The substitution covers the functions inherent to the position and those entrusted to the counselor by delegation or temporary substitution of other counselor offices. In August 2026, for example, Gimena Llamedo González assumed the temporary substitution of the Counselor for Social Rights and Welfare, entrusted by Decree 11/2026, of June 4, by the President of the Principality, while the head of Health, María Concepción Saavedra Rielo, remained absent between August 25 and September 6, 2026.

The decree does not detail the reason for the absence nor the destination of the counselor, and is limited to establishing the temporary distribution of competencies with effects exclusive to those three days.

Impact

The publication in the BOPA guarantees the legal continuity of the acts that the Ministry of Presidency, Demographic Challenge, Equality, and Tourism may adopt between September 28 and 30, by unambiguously identifying the body exercising the competencies during that interval. For citizens and entities processing files with that ministry, the valid signature on those dates will correspond to the counselor for Finance, Justice, and European Affairs.
