Baralla definitively approved aid of 800 euros for birth or adoption

Final approval and official publication

The Baralla City Council made public last August 17 the final approval of its Regulatory Ordinance for Aid for the Promotion of Birth Rates, after no claims were submitted during the public exhibition period. The regulation, which will enter into force after its publication in the Official Bulletin of the Province of Lugo, was signed by the mayor Miguel González Piñeiro on August 2, 2026, in compliance with article 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Government.

The provision, registered under reference R. 2190, stems from a plenary agreement of July 30, 2026 and responds to the municipal powers set out in articles 2 and 23.1 of the aforementioned law.

A direct aid of 800 euros per child

Art. 6 of the ordinance establishes that each birth that takes place, or each adoption that is formalized, will be the subject of an aid of 800 euros. In the case of multiple births, the parents will be entitled to receive an additional 100% for each child, with the same percentage applying in the case of adoption of more than one minor.

  • Who can apply: married parents, de facto couples or single-parent families, as well as adopters of children under 5 years of age.
  • Essential requirement: that one of the parents be registered in the municipality with two years of seniority.
  • Income limit: the income of the family unit cannot exceed 3.5 times the current Interprofessional Minimum Wage (SMI).

The application and payment process

Applications must be submitted to the General Registry of the City Council or through the procedures of Law 39/2015, within the four months following the birth or adoption, together with a series of documents including the ID card, birth certificate, registration certificate and the latest income tax return. The resolution will be issued within a maximum period of three months.

Payment of the aid will be made in two instalments:

  • 75% by bank transfer within the month following the grant.
  • The remaining 25% when effective residence for one year since the birth or adoption is accredited.

Compatibility with other public aid

One of the novelties introduced by the regulation is its full compatibility with any other aid established by Public Administrations or any of their bodies, according to Art. 9 of the ordinance. Furthermore, the ordinance establishes that the City Council will allocate annually in its budgets the necessary amount to meet the applications, in a specific budget item linked to this regulation.

In the event of failing to comply with the requirement of one year’s residence in the municipality, the beneficiaries must repay the aid, although in justified cases the repayment will be limited to 50% of the amount granted.

An incentive to settle population in rural areas

The ordinance is based on the consideration that the City Council should promote activities that contribute to meeting the needs of the local community, particularly support for families. In the context of a rural municipality such as Baralla, this initiative aims to encourage the birth rate and help retain population within the municipal area, alleviating the economic expense involved in adding a new member to the family unit.
