Barakaldo has appointed six sub-officers for the Local Police through internal promotion

The Barakaldo City Council has appointed six sub-officers as career civil servants of the Local Police, following a selection process via internal promotion. The appointments were approved by mayoral decree number 2026/006909, dated August 25, 2026, and were published in the Official Gazette of Bizkaia in issue number 180, on September 21, 2026. The decree was signed by Mayor Amaia del Campo Berasategui in Barakaldo, on September 10, 2026.

Municipal decree fills six positions

The first section of the decree appoints six sub-officers as career civil servants of the municipality, in the category of Sub-officer/Sub-officer of the Local Police. These positions were vacant in the municipal staff, and the appointed individuals are candidates proposed by the Director General of the Basque Police and Emergency Academy.

The appointments carry salaries, triennials, non-salary bonuses, and other complementary remuneration, according to the agreements approved by the council. These positions will no longer be in a provisional state: the appointees have a definitive attachment to their respective posts.

• José Luis Gutiérrez Axpe, in position 332010-1, P.L.2, with a preceptivity date of December 30, 2015.
• Jon Gurutz Amiama Barañano, in position 332020-1, P.L.2, without a preceptivity date.
• Iban Ángel Díez Rodrigo, in position 332020-2, P.L.2, without a preceptivity date.
• Victor Manuel Cabeza Melgar, in position 332020-3, P.L.2, without a preceptivity date.
• Jordi Ocaña Parada, in position 332020-4, P.L.2, without a preceptivity date.
• Sergio Martín Herrero, in position 332020-5, P.L.2, without a preceptivity date.

Internal promotion and language profile

The process was carried out through an internal promotion system; that is, the new sub-officers were selected from among the municipal employees, without external candidates. This path recognizes the professional career of agents who were already serving in the municipality and strengthens the stability of the staff.

The six positions have a P.L.2 language profile. José Luis Gutiérrez Axpe is the only one with a preceptivity date for that profile, December 30, 2015; the other five appointments do not have a preceptivity date. The appointments were made following the proposal of the Director General of the Basque Police and Emergency Academy.

Impact on public security

The appointment of six sub-officers strengthens the command staff of the Local Police of Barakaldo. The sub-officer category is part of the command structure, which helps ensure the organization and coordination of the service.

Filling six vacant positions in the municipal staff improves the stability of the local public security service, and since the appointments have definitive attachment, they will not have a provisional limit.
