Barakaldo has approved the foundations of the General Urban Development Plan

The Barakaldo City Council has approved the criteria and objectives that will serve as the basis for drafting the General Urban Planning Plan (HAPO), during the ordinary session held on July 30. The decision was published in the Official Gazette of Bizkaia (BOB), issue number 168, on September 3, 2026, in section II, with the CVE reference BOB-2026a168-(II-4646).

The agreement is a procedural act and, therefore, does not exhaust the administrative route; consequently, no administrative or administrative-review appeal needs to be filed against it, notwithstanding the exceptions set forth in Article 112.1 of Law 39/2015 (of October 1, on the Common Administrative Procedure of Public Administrations).

Publication of Documentation

The approved documentation has been made available to citizens on the Barakaldo City Council website and the Council’s Electronic Office, at www.barakaldo.eus, via the Electronic Office’s electronic notice board. The specific URL where the documentation is available has also been published, along with the notice code (967).

Signature and Date

The agreement was signed by Mayor Amaia del Campo Berasategi, in Barakaldo, on August 26, 2026. The document represents the first phase of the municipal planning process and establishes the foundations of the strategic document that will define the city’s future development and urban planning regulations.

Next Steps

With these criteria and objectives approved, the Barakaldo City Council will begin the drafting process of the HAPO, the legal and technical tool that will regulate the city’s comprehensive planning and future growth. This document will determine, among other things, land use, buildability, and the planning of urban infrastructure.

This decision is of great importance for citizens, as the HAPO will be the main regulatory framework guiding the urban development of Barakaldo, and its drafting will involve a participatory and technical process spanning several years.
