Barakaldo submits the urban renewal of Cruces Hospital to public consultation

Barakaldo City Council has initially approved the modification of the Special Urban Renewal Plan for the Cruces Hospital, and has opened a 20-day public exhibition period for the project to allow for the submission of allegations. The decision was made via Mayor’s Decree number 7129, dated September 2, 2026, and the notice was published in the Official Gazette of Bizkaia, issue number 179, on September 18, 2026, in Section II, regarding the Local Administration of the Historical Territory of Bizkaia. Procedural nature and legal consequences

The Council has explicitly clarified that the initial approval agreement does not exhaust the administrative route, as it is a procedural act. Consequently, there is no option to file an administrative appeal or a contentious-administrative appeal, except for the exceptions provided for in Article 112.1 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
