Banyoles opens the concession of the Miquel Coromina Stadium for public consultation

The City Council of Banyoles has approved the concession file for the private use of the Miquel Coromina i Moretó Municipal Stadium, through direct award, along with the administrative specifications that shall regulate the concession. The decision was adopted in a plenary session on September 28, 2026, and is now published for public information in the Official Gazette of the Province of Girona (BOP) no. 192, of October 6, 2026, with the official reference BOP-2026_0_192_8514 and file number X2026001127.

The plenary approves the file and the specifications

The plenary agreement includes two elements: the concession file for the private use of the municipal sports facility and the administrative specifications that will establish the rules. The chosen formula is direct award, meaning without open competitive bidding.

The file is processed in accordance with article 66.1 of Decree 336/1998, of October 17, which approves the Regulations on the Assets of Local Entities. This regulation is what requires the file to be submitted for public information before its final approval.

The announcement bears the electronic signature of the mayor, Miquel Noguer Planas, dated October 1, 2026, and occupies page 1-1 of the provincial gazette.

Twenty business days to consult and object

The public information period is 20 business days and begins to count from the publication of the announcement in two channels:

• The Official Gazette of the Province of Girona.
• The electronic notice board (e-Tauler) of the Banyoles City Council.

During this period, the documentation can be consulted through two means:

• In person at the Municipal Secretariat Area.
• Electronically at the Municipal electronic office.

Objections may be submitted to the General Registry of the City Council or through any of the means established by Law 39/2015, of October 1, on the common administrative procedure of public administrations.

Automatic approval if there are no objections

The announcement specifies that, in the event that no objection is presented within the deadline, the specifications will be understood as definitively approved automatically. This means that the procedure would not require any new plenary step if there are no written appeals.

The concession for private use of a municipal facility is the legal figure that allows a third party to occupy and operate a public domain asset exclusively—in this case, a sports facility—under the conditions set by the specifications.

The publication in the BOP therefore opens the only formal window for citizen participation provided for in the process. Sports entities, clubs, and residents who use the stadium have until the end of the 20-working-day period to examine the specifications and, if they deem it appropriate, submit objections. Once this period has passed without any written submissions, the concession of the Estadi Municipal Miquel Coromina i Moretó will be definitively approved, and the City Council will be able to formalize the direct award.
