Bandas de música: la Junta inicia su declaración como Bien Inmaterial

The Vice-Ministry of Culture and Sports of the Regional Government of Castilla-La Mancha has initiated the proceedings to declare the Popular Musical Tradition of Bands in Castilla-La Mancha as an Asset of Cultural Interest, under the category of Intangible Asset. The decision is formalized in the Resolution of 10/15/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) No. 207, of October 28, 2026 (reference 2026/7660), and is signed by the Vice-Minister Carmen Teresa Olmedo Pedroche. The agreement opens a one-month public information period and immediately activates the protection regime applicable to assets already declared.

A request from the associative movement

The procedure stems from a petition formulated by the Castilla-La Mancha Regional Federation of Music Societies (FRCMSM), supported by various associations and local groups, requesting that this manifestation be initiated as an Asset of Cultural Interest. After studying the provided documentation, the Vice-Ministry considers it to be a living intangible heritage “endowed with enormous representative value.”

The applied legal framework is Law 4/2013, of May 16, on the Cultural Heritage of Castilla-La Mancha, which grants this body the competence to initiate proceedings ex officio, in accordance with Decree 108/2023, of July 25, regarding the organic structure of the Ministry of Education, Culture, and Sports. The resolution also invokes Law 10/2015, of May 26, for the Safeguarding of Intangible Cultural Heritage.

The effects are immediate: according to Article 13 of Law 4/2013, the initiation implies the provisional application of the same protection regime provided for declared assets, with its corresponding system of authorizations.

One hundred and fifty-two federated bands

The annex of the resolution highlights the territorial density of the band phenomenon in the region: there are currently 152 federated bands in Castilla-La Mancha, in addition to as many non-federated ones. The document describes the bands as ensembles of woodwind, brass, and percussion, with a long list of century-old formations:

  • Banda de Música de Pozohondo (Albacete), in 1805 or 1825 depending on the source.
  • Banda de Música de Guadamur (Toledo), in 1835.
  • Banda de Música Filarmónica Beethoven de Campo de Criptana and Banda de Música la Lira de Moral de Calatrava (Ciudad Real), both in 1850.
  • Banda de Música Briocense de Brihuega (Guadalajara), in 1868.
  • Banda de Música Virgen de Gracia de Belmonte (Cuenca), in 1876.
  • Banda Sinfónica Ateneo de Ciudad Real, created in 2025, as a sign of the phenomenon’s continued relevance.

The text places the origin of the model in the social transformation of the 19th century, when military-inspired bands were integrated into the civil, religious, and festive life of towns and cities, and notes that Spain is the country with the most wind bands in the world, with the Banda Primitiva de Liria (Valencia), founded in 1819, as the oldest documented.

Allegations and safeguard measures

The second resolution establishes that interested parties may examine the file and submit allegations within a period of one month from the day following publication, at the offices of the Vice-Ministry of Culture and Sports (Bulevar del Río Alberche, s/n, Toledo). The fourth resolution insists on the provisional application of the protection regime while the file is processed in accordance with Chapter II of Title I of Law 4/2013.

The annex also details the planned safeguard lines: identification, documentation, research, preservation, promotion, and transmission, with special attention to the promotion of music schools as generational renewal and the digitization of local musical archives (scores, programs, posters, photographs, and recordings). The FRCMSM itself and the National Association of Band Conductors (ANDB) are cited as promoting entities, and the I Congress of Archives and Heritage of Wind Bands in Castilla-La Mancha, held on October 24, 2026, in Toledo, is mentioned.

A living heritage that is not guaranteed

The resolution warns that the continuity of the asset is not automatic: it depends on internal factors, such as the maintenance of the social base, generational renewal, and the cohesion of each group, and external factors, such as available resources, the demographic evolution of many municipalities, and the risk of cultural homogenization.

For readers, the initiation means that any intervention on the elements associated with this tradition is now subject to the authorization regime for cultural heritage, and that the file is open to citizen participation for one month. The declaration, if successful, will place the bands of Castilla-La Mancha in the region’s Cultural Heritage Catalog as a unique intangible manifestation, arguing that they are not just a performing ensemble, but a cultural structure that transmits technique, discipline, and community belonging.
