The Balearic Islands publishes the second provisional resolution for educational agreements 2026-2027

The Department adjusts the hourly allocation following the new decree on concertados

The Directorate General for Teaching Staff and Concerted Centres of the Department of Education and Universities of the Balearic Islands has published the Second Provisional Resolution on the allocation of hours for private concerted centres for the academic year 2026-2027. The resolution, electronically signed on 13 August 2026 by the Director General Joana Maria Cabrer Sureda, was published in the Official Gazette of the Balearic Islands (BOIB) No. 102, of 15 August 2026, Section III, p. 44811, with resolution number 8216.

The reason for this second provisional resolution is the publication, on 4 August 2026 in BOIB No. 97, of Decree 21/2026, of 31 July, which regulates educational concerts and enters into force immediately. Since the first provisional resolution (BOIB No. 60, of 12 May 2026) was published before this new decree came into force, the second transitional provision establishes that the centres affected must have their concerts reviewed according to the new criteria set out in articles 18 to 30 of the decree.

New basic allocation criteria

Annex 2 of the resolution sets out the criteria for calculating the basic allocation for concerted centres from the 2026-2027 academic year onwards. For Early Childhood and Primary Education (EI/EP), the allocation is:

• 48 hours for centres with up to 17 units
• 72 hours for centres with 18 to 26 units
• 96 hours for centres with more than 26 units

For Compulsory Secondary Education (ESO), the allocation is:

• 18 hours for centres with up to 4 units
• 30 hours for centres with 5 to 8 units
• 54 hours for centres with 9 or more units

In addition, the resolution guarantees that no centre will have an allocation higher than that resulting from applying the 2025-2026 criteria, nor lower than that established in Decree 59/2022, of 27 December.

Guidance hours and the special case of Sant Josep Obrer II

Annex 1 details the educational guidance allocation hours for early childhood and primary education at each centre. Notable high allocations include CC Madre Alberta (46 hours), CC Santa Mónica (42 hours), CC Centro Internacional de Educación (CIDE) (42 hours) and CC La Salle (36 hours).

Furthermore, Annex 3 contains the complete table of basic allocation per centre, with the hours assigned to EI/EP and ESO. The centres with the highest total allocation are CC Sant Josep Obrer II (126 hours of ESO and 96 of EI/EP, 222 in total) and CC Centro Internacional de Educación (CIDE) (222 hours in total). In contrast, early childhood education centres (CCEI) receive between 6 and 18 hours depending on their units.

In the specific case of CC Sant Josep Obrer II (code 07003067), the resolution provisionally approves an increase of 95 weekly hours to teach integrated elementary music studies, up to a total of 107 weekly hours, in accordance with the second additional provision of Decree 21/2026.

Deadline for objections and next steps

The resolution grants a period of ten business days counted from the day after publication in the BOIB for the interested centres to submit any objections they deem appropriate. Objections must be submitted exclusively through GESTIB.

This provisional resolution is an essential preliminary step before the final resolution, which must address the objections submitted. It should be noted that Decree 21/2026, of 31 July will enter into force and, over the coming academic years, other aspects will be determined by annual resolution, such as application models, the minimum ratio per level and municipality, the distribution of teaching hours for vocational training cycle teaching staff, and the responsible declaration for certain staff certificates.

The resolution has a direct impact on thousands of families and the entire network of state-subsidised private centres in the Balearic Islands, as it conditions teaching planning and the education budget for the upcoming school year. Families with children in state-subsidised centres will need to pay attention to the changes arising from the effective implementation of these new criteria.
