Balaguer presents the expansion of the Mont-roig School for 4.2 million to the public

The Balaguer City Council has initially approved the executive project for the expansion of the Mont-roig School and has submitted it for public consultation for thirty business days. The total budget for the action is 4,222,573.19 euros, VAT included. The Plenary agreement, adopted in an ordinary session on September 24, 2026, is published in the Official Gazette of the Province of Lleida no. 196, of October 14, 2026, with the official reference BOP-2026_0_196_8396.

The project, processed under file 1751/2023, is titled “Executive project for the expansion of the Mont-roig School of Balaguer” and was drafted by the UTE formed by Jordi Adell Roig, Júlia Nabona Jasans, and Joan Ramon Pascuets Iglesias. The initial approval corresponds to the Plenary of the Balaguer City Council, the competent body in matters of municipal works, and the edict is signed by the mayor, Lorena González Dios, dated October 7, 2026.

The initial approval is the first step of the procedure: it opens a period of public information in which the project and the file are available to any interested person before the final approval. The processing is governed by local regime regulations and by the provisions of Law 19/2014, of December 29, on transparency, access to public information, and good governance.

A budget of 4.2 million euros

The cost of the work is broken down into three items:

• Execution budget by contract: 3,489,729.91 euros.
• VAT at 21%: 732,843.28 euros.
• Total budget, VAT included: 4,222,573.19 euros.

This is the most prominent educational investment of the day in the provincial gazette and one of the largest school works planned in the city of Balaguer.

Thirty business days of public information

The initial approval is displayed to the public for a period of thirty business days by means of an edict, which will be inserted in three channels:

• The Official Gazette of the Generalitat de Catalunya.
• The Official Gazette of the Province of Lleida.
• The electronic edicts board of the Balaguer City Council.

The period is calculated from the last mandatory publication. When individualized notification is carried out, the calculation for each interested person begins from the notification, unless the last mandatory publication is subsequent.

During this period, the file remains available to the public at the offices of the Secretariat of the Balaguer City Council, at plaça Mercadal, 1, 25600 Balaguer, from 9:00 to 14:00 hours and from Monday to Friday (business days). Any person may examine it, obtain copies, and present any allegations they deem appropriate.

Publication on the Transparency Portal

In accordance with article 69.2 of Law 19/2014, of December 29, on transparency, access to public information and good governance, the Balaguer City Council also publishes the regulatory and complementary documentation of the project on its Transparency Portal, accessible at https://www.seu-e.cat/ca/web/balaguer.

The edict specifies that no type of appeal may be filed against this act, as it is an unqualified procedural act.

The expansion of the Mont-roig School directly affects families with children schooled in Balaguer and opens a window of thirty business days for interested neighbors, entities, and construction companies to consult the project and submit allegations before the approval becomes final. With 4.2 million euros, it is one of the most relevant municipal investments of the fiscal year and a point of reference for the construction sector in the region.
