Bajo Aragón announces Social Action aid for its employees

The Bajo Aragón Region has announced the grants of its Social Action Plan for the 2026 fiscal year, with a budget of 3,923.42 euros, aimed at all its labor and civil servant personnel. The announcement is published in the Official Gazette of the Province of Teruel number 153, of August 13, 2026 (No. 2026-2438), and sets the application submission period from September 15 to October 6, 2026, both inclusive.

The initiative stems from the proposal of the Monitoring Committee of the Collective Agreement for labor personnel and the Pact for civil servant personnel of the Bajo Aragón Region, meeting on March 27, 2026, and from the agreement of the Governing Board adopted on August 10, 2026. The notice, signed in Alcañiz on August 11, 2026 by the president of the Region, José Miguel Celma Belemonte, defines Social Action as the set of activities to guarantee the well-being of public employees in those expenses not covered by mutual benefit systems or Social Security, under the principles of equality, universality and fairness.

Who can apply and how much is granted

According to article 50 of the Civil Servants’ Pact and the Labor Personnel Agreement, the fund is intended for employees of the Corporation who have provided at least six months of actual work in the year prior to the accrual. Leave for childcare, temporary disability, unpaid leave and maternity or paternity leave are counted as actual work. The maximum amount per worker is 400 euros and, if applications exceed the budget, the amounts are prorated; no priority aid is established.

The eight types of aid

Nursery: 40 euros per month per child up to three years old (academic years 2024-25 and 2025-26).
School canteen: 40 euros per month per child enrolled in Primary or Secondary Education in publicly funded schools.
Studies: 100 euros per child in Group One (Early Childhood Education to Vocational Training) and 300 euros in Group Two (Bachelor’s Degree, Master’s Degree, Doctorate and university-specific degrees), for children aged 3 to 24.
Birth: 50 euros for each child born or adopted.
Medical care: 50% of invoices for dentistry, ophthalmology, optician-optometrist, podiatry (including insoles), hearing aids and orthopedic belts, with a maximum of 400 euros.
Care for disabled persons, prostheses and adaptations: up to 50% of invoices (maximum 400 euros) for dependents with a disability greater than 33%.
County services: 50% discount on services and activities run by the Comarca, applied at the time of registration.
Situations of need: coverage from 65% to 100% of the cost depending on annual per capita income brackets (from 3,600 euros in the lowest bracket), in no case exceeding 20% of the fund.

How applications are processed

Applications are formalised by written request addressed to the President of the Comarca del Bajo Aragón, together with the supporting documentation for each category. After any deficiencies have been corrected, the Monitoring Committee studies the requests and formulates the proposal for granting; in situations of need, a prior report from a social worker or graduate in Social Work is required. No aid may be granted for taxes, administrative or judicial fees, or Social Security contributions. The decision, which exhausts the administrative route, may be challenged by a motion for reconsideration before the Presidency of the Comarca within one month and by an administrative contentious appeal before the Administrative Contentious Court of Teruel within two months.

These grants reinforce the social protection of the nearly two hundred people who work for the Comarca, complementing public coverage for expenses related to work-life balance, health and training for their families. The call for applications is also an exercise in transparency in comarcal management, since it establishes in writing objective distribution criteria and maximum amounts for a limited fund.
