Bailo opens the competition for municipal housing in the Plaza Mayor
Por FactBox Admin

The Bailo City Council has announced a competitive tender for the granting of the private use of a public domain dwelling located at Plaza Mayor, number 1, within the municipal district. The announcement, signed by Mayor Javier Solana Ramón on October 21, 2026, is published in the Official Gazette of the Province of Huesca number 204, corresponding to Friday, October 23, 2026, with the official reference BOPH-2026-204003. Interested parties have 15 business days, counting from the day following the publication, to submit their offers.
The agreement providing coverage for the call was adopted by the Bailo City Council in an ordinary session held on September 25, 2026, as stated in the announcement itself. The text is inserted in the Local Administration section, under the City Councils heading and the Secretariat subsection, with announcement number 4701, and occupies page 8 of a provincial gazette that totals 46 pages in this edition.
Bailo is part of the constituency of the Zonal Electoral Board of Jaca and its district comprises, along with the municipal capital, the nuclei of Larués, Arres, Alastuey, and Arbués, as listed in the relation of electoral venues and locations published in the same provincial gazette. It is within this context of a dispersed and small-sized municipality that the release of a publicly owned dwelling is framed.
A public domain dwelling in the center of town
The object of the call is the granting of the private use of a public domain asset, specifically a dwelling located at Plaza Mayor, number 1, in the town of Bailo. The procedure is processed under a competitive regime, meaning that the award is not made by direct assignment but through the comparison of the offers submitted by the applicants.
The announcement does not detail the duration of the concession, the fee or economic consideration, nor the evaluation criteria for the proposals. All these points are referred to the Administrative Clauses Specifications, the document governing the contest which interested parties must consult before formulating their offer.
Fifteen business days and access to the specifications
The calendar and participation channels are established in the announcement itself:
- Deadline for submission of offers: 15 business days from the day following the publication in the Official Gazette of the Province of Huesca.
- Place of submission: the points indicated in the corresponding Administrative Clauses Specifications.
- Consultation of the specifications: Secretariat of the Bailo City Council, from 09:00 to 14:00 hours.
- Electronic consultation: municipal electronic office, https://bailo.sedipualba.es.
A city council with recent administrative activity
The call for applications joins other actions that the city council has published in the provincial bulletin in recent weeks. In an extraordinary session on September 7, 2026, the Plenary approved the 2026/2027 Economic and Financial Plan, made public in issue 176, dated September 15, 2026 (BOPH-2026-176004), in compliance with article 23.4 of Organic Law 2/2012 on budgetary stability and financial sustainability.
In the same plenary session on September 7, the intersubjective delegation of powers regarding urban planning discipline was definitively approved, published in issue 188, dated October 1, 2026 (BOPH-2026-188005). To this is added Mayoral Resolution No. 107, dated August 26, 2026, by which the functions of the Mayor’s Office were delegated to the first deputy mayor, Vanesa Vinacua Giménez, during the period from August 27 to September 1 (BOPH-2026-164001).
The call for this municipal housing therefore arrives at a time of intense administrative activity for the city council and places a residential property in the urban center of Bailo on the public market. For residents and those seeking to settle in a rural environment, the competition opens a route of access to housing outside the free market, although its actual scope will depend on the conditions of the specifications: duration, rent, and award criteria will determine whether the formula proves attractive for establishing residency in the municipality.
