Badalona opens the autumn Badabons with 400,000 euros for local commerce
Por FactBox Admin

The Badalona City Council has opened the call for grants for the Badabons 2026 – autumn edition program, endowed with 400,000 euros, for commercial, personal service, catering, and market establishments in the municipality. The call is published in the Official Gazette of the Province of Barcelona (BOPB) on October 30, 2026, through the extract of resolution number 2026013944, dated October 21, 2026, from the 5th Deputy Mayor and Councilor for Finance, Human Resources and Social Services (official reference CVE 202610159743). Interested establishments can formalize their membership until November 22, 2026, or until the available credit is exhausted.
The program comes after the Badalona City Council Plenary, in the session of September 14, 2026, approved the regulatory bases, published in full in the BOPB on September 21, 2026 (reference CVE 202610141415). The bases qualify the Badabons as a “singular, exceptional and temporary” action to incentivize local consumption, linked to the impacts of the urban renovation and improvement works being executed during the second half of 2026, which alter mobility, accessibility, pedestrian itineraries, loading and unloading, and in-person demand flows in several commercial axes of the municipality.
The call is also registered in the National Grants Database with the identifier 938018, in accordance with articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17. The text specifies that the campaign must close before the period of greatest intensification of the Christmas commercial campaign.
Co-financed vouchers and requirements for membership
The mechanism is a system of co-financed shopping vouchers: citizens, aged 18 and over, acquire them with a partial contribution and exchange them as a means of payment at participating establishments, while the City Council subsidizes the remaining part. The discount is applied at the time of purchase and each operation is validated through the program’s digital platform.
Beneficiaries may be owners of establishments located in Badalona who meet these conditions:
- Be operational during the period of validity of the program.
- Have a useful exhibition and public sales area of less than 400 square meters, excluding warehouses and production spaces.
- Belong to a small or medium-sized enterprise, excluding distribution companies or groups that do not hold this status.
- Be registered in the census of entrepreneurs, professionals, and withholding agents of the Tax Agency before the publication of the call.
- Be up to date with tax obligations to the AEAT, the General Treasury of the Social Security, and the Badalona City Council.
400,000 euros, direct award and calendar
The projected amount is 400,000 euros, charged to budget application 30545106/4390/47200 of the 2026 municipal budget. The grant is awarded under a direct award regime, for reasons of public, economic, and social interest, and without an individualized resolution per establishment: the right to receive the aid arises automatically whenever an establishment correctly validates a transaction.
The calendar set in the call for applications is as follows:
- Start of the application period: October 26, 2026.
- End of the period: November 22, 2026, or exhaustion of the credit.
- Eligible expenditure: the accumulated amount of vouchers exchanged by each beneficiary.
- Payment to establishments: weekly transfers, once the operations have been validated.
- Economic justification: according to point 9 of the specific bases.
Digital platform and collaborating entity
The operational management of the program falls to a collaborating entity acting in the name and on behalf of the City Council. The criteria for its selection were published in the BOPB on September 22, 2026 (reference CVE 202610142908) and set a maximum compensation of 50,000 euros for management expenses, charged to item 30545106/4390/22699.
Among the planned obligations are the design and maintenance of the digital platform, online training for establishments, two physical POS terminals for in-person assistance, the production of 400 physical cards for people with a digital divide, and the dissemination campaign. The extract published on October 30 is signed by the Director of the Area of Economic Promotion, Commerce, Markets, and Tourism, Carles Combarros Vilaseca, dated October 23, 2026.
The measure is temporary and purpose-specific: unused municipal funds must be returned to the City Council within a maximum period of one month from the end of the campaign, and amounts contributed by citizens for unexchanged vouchers must be reimbursed individually to each user via the same payment method used.
For small businesses in the axes affected by the works, the Badabons arrive at a time of pressure on in-person demand and with a clear limit: 400,000 euros and a calendar that stops before Christmas. This turns the call into a short window to join and capture consumption that, according to the bases, may take until after the works are completed to recover usual flows.
