Badalona approves the autumn Badabons: 400,000 euros in shopping vouchers

The Badalona City Council Plenary approved on September 14, 2026, the regulatory bases of the Badabons Program 2026 (Autumn Edition), a system of co-financed shopping vouchers to encourage local consumption within the municipality. The agreement is published in the Official Gazette of the Province of Barcelona on September 21, 2026, pp. 1-12, with the official reference CVE 202610141415 and file 2026/37366Y. The campaign will be executed during the last quarter of 2026, planned for October and November and, in any case, before the period of greatest intensification of the Christmas commercial campaign.

The bases, processed by the City Council’s Trade unit and signed by the general secretary Victor Siles Marc on September 15, establish the regulatory and operational framework of the program: participation requirements, conditions for establishment membership, the functioning of the vouchers, and the justification and control regime for the subsidies. The measure is justified by the impacts derived from urban reform and improvement works being executed or deployed during the second half of 2026, which affect mobility, accessibility, pedestrian itineraries, and loading and unloading in certain streets and commercial axes.

The program maintains the subsidy model linked to actual consumption, managed through a digital platform. Citizens acquire the vouchers with a partial contribution and exchange them as a means of payment at participating establishments, while the City Council subsidizes the remaining part of the vouchers’ value.

How the vouchers work

• Maximum budget allocation of €400,000, charged to application 30545106/4390/47200 of the Municipal Budget.
• Aimed at consumers over 18 years of age, who must register previously on the digital platform and identify themselves with a DNI/NIE.
• Vouchers are granted in order of acquisition until the assigned credit is exhausted, even if the validity period has not ended.
• If the purchase amount exceeds the available balance, the consumer pays the difference directly to the establishment.
• At the end of the campaign, the part of the balance contributed by the consumer and not used is returned; the subsidized part that has not been consumed is not returned.

Requirements for establishments

Owners of commercial establishments, personal services, catering, and sedentary and non-sedentary market stalls located in Badalona may be beneficiaries. The main requirements are:

• Have a physical establishment or stall in operation during the period of validity of the program.
• Have a useful exhibition and public sales area of less than 400 m², excluding warehouses and production spaces.
• Belong to companies or distribution groups considered as small or medium-sized enterprises (SME).
• Be registered in the census of entrepreneurs of the Tax Agency before the publication of the call.
• Be up to date with obligations to the AEAT, the General Treasury of the Social Security, and the Badalona City Council, and not incur the prohibitions of article 13 of the General Subsidies Law 38/2003.

Management, control and resources

The grant is made under a direct award regime, in accordance with article 22.2.c) of Law 38/2003 and article 67 of Royal Decree 887/2006. No individualized resolution per establishment will be required: the right to receive the subsidy arises automatically when the establishment correctly validates a transaction through the digital system.

Operational management will be the responsibility of a collaborating entity, which will act in the name and on behalf of the City Council through the corresponding agreement, in accordance with articles 12 and 15 of Law 38/2003. Its functions include the digital platform, the verification of establishment requirements, the validation of transactions, the automated registration of operations, and periodic payments to participating establishments.

The supplementary legal regime includes Law 38/2003, Royal Decree 887/2006, Legislative Decree 2/2003, Decree 179/1995, and Annex IV of the Execution Bases of the municipal Budget. Against the agreement, which exhausts the administrative route, an appeal for reversal may be filed within one month or a contentious-administrative appeal within two months before the Court of First Instance of Barcelona.

Thus, Badabons arrive at the shops, services, restaurants, and market stalls of Badalona with 400,000 euros of municipal funds destined for real and verifiable transactions. For readers, the calendar is decisive: establishments must formalize their membership in the digital platform and citizens must register to acquire the vouchers before the budget allocation is exhausted.
