Badajoz appoints María Soledad Giralt as general coordinator of the Mayor's Office

The Badajoz City Council has appointed María Soledad Giralt Ballesteros as General Coordinator of the Mayor’s Office, a position for temporary staff, based on trust or political advisory. The decision was made by the mayor, Ignacio Gragera Barrera, via decree on September 15, 2026. The appointment is published in the Official Gazette of the Province of Badajoz No. 185, Monday, September 28, 2026, in Announcement 3739/2026, within the Local Administration section.

The decree is issued under Article 104 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, the regulation that governs the figure of temporary staff serving local entities. The text notes that the appointment comes after the extraordinary sessions of the Plenary of the municipal Corporation held on June 17 and 22, during which the organization of the council for the 2023-2027 term took place, and following previous Mayoral decrees by which some of this trust-based personnel were appointed and dismissed.

A position of direct appointment

The agreement is structured into three resolutive sections. The first formalizes the appointment of temporary staff, based on trust or political advisory, with a single position filled:

• María Soledad Giralt Ballesteros, General Coordinator of the Mayor’s Office.

This is a position of free appointment, not a career post nor a position announced via competitive process, and its filling corresponds exclusively to the mayor as the competent authority.

Termination linked to loss of trust

The second section of the decree establishes the conditions for remaining in the position. The related personnel shall cease their duties in three scenarios:

• When there is a loss of trust.
• When the current corporation ceases to hold office.
• Through a new Mayoral resolution, under the terms determined therein.

The third section specifies that the decree takes effect from September 15, without prejudice to its publication on the notice board and in the Official Gazette of the Province of Badajoz.

Succession in general coordination

The appointment has an immediate precedent within the same council. Announcement 3558/2026, published in the Official Gazette of the Province of Badajoz No. 173, Thursday, September 10, 2026, recorded the dismissal of María de la Vega Rodríguez Bernal as General Coordinator of the Mayor’s Office, effective September 6, 2026, also in application of Article 104 of Law 7/1985. The new appointment thus fills the vacancy left by that dismissal within the trust structure of the municipal government team.

The decree is digitally signed by the mayor, Ignacio Gragera Barrera, and is incorporated into the personnel resolutions register of the Badajoz City Council for the month of September 2026.

The publication of the appointment in the provincial bulletin provides transparency regarding the composition of the municipal government’s political trust team and allows citizens to know who holds the general coordination of the Mayor’s Office, a direct advisory position to the mayor whose continuity is subject, at all times, to the maintenance of the mayor’s trust or the end of the corporate mandate.
