Badajoz declares the Urban Planning Control leadership position vacant due to lack of applicants
Por FactBox Admin

The Badajoz City Council has declared void the call to fill, through a specific merit-based competition, position number 960/001 of Head of the Control and Information Section, assigned to the Urban Control and Inspection Service. The decision is published in the Official Gazette of the Province of Badajoz number 196, dated October 13, 2026, under reference 4003/2026, and was adopted after no applicants submitted a request for admission to the selection process.
The decree recalls that on October 7, 2026, the resolution making public the final list of applicants admitted to the call was published. The rules governing the process were published in full in the Official Gazette of the Province of Badajoz number 156, dated August 17, 2026, via announcement 3228/2026, which established the requirements, phases, and evaluation criteria for the position.
A middle management position remains vacant
The called position belongs to the new structure of the staff positions list (RPT) of civil servants of the Badajoz City Council and was budgetarily funded. Its filling corresponded to the specific merit-based competition system, in accordance with Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, and with Law 13/2015, of April 8, on the Public Service of Extremadura.
As no applications were submitted, the decree resolves in two points: to declare the call void and to order the publication of the resolution as provided for in the rules themselves. The document is signed by Eladio Buzo Corzo, Fourth Deputy Mayor, by delegation of the Decree of February 2, 2024 (BOP of Badajoz of 02/08/2024).
Characteristics of the called position
The rules detailed the conditions of position 960/001, which now remains unfilled:
- Designation: Head of the Control and Information Section New Structure.
- Unit: Urban Control and Inspection Service.
- Classification group: A1, with level 26.
- Specific supplement: 9,861.12 euros in 12 monthly payments or 11,504.64 euros in 14 monthly payments.
- Full-time, with afternoon reinforcement of 4,369.58 euros (12 monthly payments) or 5,097.84 euros (14 monthly payments).
- Specific required qualification: Architect, with scale AE.
- Provision method: key CE, with evaluation of general and specific merits.
Requirements and evaluation system
Career civil servants of the Badajoz City Council and its autonomous bodies who met the requirements of Annex II, with a minimum of two years of tenure in the position from which they were applying, were eligible to participate. Personnel provisionally assigned to positions included in the call were required to participate.
The evaluation was structured in two phases:
- General merits: up to 10 points, based on seniority, experience, continuing education, and higher education degrees.
- Specific merits: up to 5 points, through a report or project regarding the position.
- Minimum required score: 0.2 points in general merits and 2.5 points in specific merits.
Appeal Deadlines
Against the resolution, which exhausts the administrative route, interested parties may optionally file a request for reversal (recurso de reposición) before the Mayor within one month from the day following its publication, in accordance with articles 114, 123, and 124 of Law 39/2015, of October 1. A contentious-administrative appeal may also be filed before the Court of said jurisdiction in Badajoz within two months, according to article 46.1 of Law 29/1998, of July 13.
The call had been promoted under the mandate of Mayor Ignacio Gragera Barrera, as stated in the August guidelines, and its closure without candidates leaves a section head position key to municipal urban inspection without a holder. The Urban Control and Inspection Service is the area that processes licenses, urban discipline, and legality reports on construction within the municipal district; therefore, the vacancy directly affects the municipal capacity for planning surveillance.
