Badajoz aprueba su plan municipal ante el riesgo de inundación

The Badajoz City Council has approved the Municipal Action Plan for Flood Risk (PAMIN), the instrument that organizes the council’s response to flood events within the municipal district. The agreement was adopted by the Plenary in an ordinary session on September 24, 2026, and is now published in the Official Gazette of the Province of Badajoz, number 200, dated October 19, 2026, under reference Announcement 4106/2026.

The PAMIN is the municipal planning document regarding civil protection that establishes the organization and action procedures for pre-emergency and emergency flood situations. Its processing is framed within the Special Civil Protection Plan for Flood Risk in the Autonomous Community of Extremadura (INUNCAEX), which requires municipalities with higher risk levels to have a specific plan, and within state and regional sector regulations: Law 17/2015, of July 9, on the National Civil Protection System; Royal Decree 524/2023, on the Basic Civil Protection Standard; Royal Decree 893/2013, on the Basic Planning Guideline for floods; Law 10/2019, of April 11, on civil protection of Extremadura; and Decree 32/2023, of April 5, which regulates the Extremaduran Civil Protection Plans Registry.

The announcement published this Monday is a brief, regulatory text in which the council limits itself to reporting the Plenary’s agreement and ordering its publication “for general knowledge and for the appropriate purposes.” The document is signed by the mayor, Ignacio Gragera Barrera, and occupies page 2 of the provincial gazette.

Approval by the Plenary and official publication

The administrative sequence is closed with the insertion in the provincial gazette: the competent body to approve the plan is the Municipal Plenary, which did so in its ordinary session on September 24, and the publication in the Official Gazette of the Province of Badajoz constitutes the official dissemination procedure of the agreement.

Twenty-five days elapsed between the Plenary vote and the appearance of the announcement in the gazette. The text does not detail the technical content of the plan nor the result of the vote in the announcement, details which do not appear in the official publication.

Consultation of the full text

The announcement does not reproduce the content of the PAMIN, but instead refers to the municipal publication of the complete document. According to the announcement itself, the full text is available for consultation at the address https://www.aytobadajoz.es/es/ayto/bomberos/plan-inundaciones, within the municipal Fire Department area.

Badajoz’s PAMIN thus joins the plans that other city councils in the province have been approving and publishing in the last quarter:

  • Mérida: approved by the Local Government Board on September 24, 2026, and published in the Official Gazette of the Province of Badajoz number 187, dated September 30, 2026 (Announcement 3778/2026).
  • Don Benito: final approval by the Plenary on September 28, 2026, published in gazette number 191, dated October 6, 2026 (Announcement 3907/2026).
  • Torremayor: initial approval by the Plenary on August 26, 2026, published in gazette number 173, dated September 10, 2026 (Announcement 3557/2026).
  • Solana de los Barros: initial approval in the ordinary session of September 30, 2026, published in gazette number 190, dated October 5, 2026 (Announcement 3857/2026).
  • Valdelacalzada: approval announcement published on October 1, 2026 (Announcement 3818/2026).
  • Rena: approval announcement published on October 14, 2026 (Announcement 4040/2026).

An instrument with effects on emergency coordination

Municipal action plans for flood risk are not merely declaratory documents: they establish the identification and assessment of risks within the municipal district, the zoning of the territory according to the possible consequences of flooding, and the coordination procedures between municipal services and the public bodies involved in emergency management.

In the case of the plans already published in the province, the process requires a prior favorable report from the Permanent Civil Protection Commission of the Autonomous Community of Extremadura and subsequent registration in the regional Civil Protection Plans Registry, in accordance with Decree 32/2023. The Badajoz announcement does not detail these points, but the publication of the Plenary agreement is the step that gives official validity to the instrument vis-à-vis third parties.

The approval of the PAMIN directly affects the residents of Badajoz, who now have a specific municipal protocol for flood episodes, and the coordination between the emergency and civil protection services that intervene in these types of situations. The full document can be consulted on the municipal website indicated in the official announcement.
