Baños de Valdearados approves the ordinance for electric bicycle loans

The City Council of Baños de Valdearados has made final the ordinance regulating the loan and use service of electric bicycles and hangar, as no claims were filed during the public exhibition period. The full text is published in the Official Gazette of the Province of Burgos, number 176, dated September 16, 2026, in section III of Local Administration, with reference BOPBUR-2026-03794.
The regulation, approved by an absolute majority of the plenary session, regulates the conditions of use, enjoyment, and return of a system composed of a parking hangar and three electric bicycles. The infrastructure has been financed with Next Generation EU funds within the framework of the Clunia Tourism Sustainability Plan (PSTD Clunia), aligned with Axis 2 of the plan, oriented toward improving energy efficiency and promoting sustainable tourism mobility.
A service managed through the «Clunia Volve» application
Access to the service is carried out entirely through the mobile application «Clunia Volve», available on Play Store and App Store. The user must register with their ID (DNI), accept a contract with the city council, and pay the rental fee to the Provincial Council of Burgos before withdrawing the bicycle from the hangar.
- The reservation requires the payment of a single deposit per bicycle, the amount of which is determined by the Provincial Council of Burgos or the managing city council, returned at the end of the service if the vehicle is delivered in good condition.
- Cancellations can be made through the app up to 48 hours before the start of the period, with the right to a refund of the payment.
- The service is available every day of the year, from January to December, from 8:00 to 15:00 and from 15:00 to 22:00 hours for half-day loans, and from 8:00 to 22:00 hours for full-day loans.
Rates, users, and conditions of use
Users may be natural persons of legal age, as well as minors under 14 with authorization from the father, mother, or legal guardian. The service is for individual use, and shared use, as well as attaching non-contracted accessories, is prohibited.
- Half-day rental (7 hours): 5.00 euros.
- Full-day rental (14 hours): 8.00 euros.
- Maximum workshop repair price: 20.00 euros per hour; parts outside of warranty are charged at cost price.
The route is limited to the municipal district of Baños de Valdearados and connection points with nearby municipalities, with a maximum radius of 50 kilometers from the collection point. Users must use a helmet and reflective elements, and in case of loss or theft, they are obliged to report it to the Civil Guard or the Local Police within a maximum period of four hours.
Sanctioning regime
The ordinance classifies infractions as minor, serious, and very serious, with fines ranging from 200 to 6,000 euros. The late return of the bicycle incurs additional charges for each hour or fraction of delay, and the unjustified abandonment of the vehicle is considered a very serious infraction. The document, signed by Mayor Mirian Esteban Gañán on August 24, 2026, also provides for the possible installation of video surveillance cameras in the hangar to prevent acts of vandalism.
With this ordinance, Baños de Valdearados consolidates a commitment to sustainable mobility that seeks to reduce noise and environmental pollution and improve the quality of life for residents and visitors. The initiative, framed within the Clunia Tourism Sustainability Plan, makes the municipality a benchmark for active tourism that is respectful of the region’s natural environment.
