Bóveda submits a credit supplement with remnants for public exhibition
Por FactBox Admin

The Bóveda City Council has initially approved a credit modification file in the form of a credit supplement financed by treasury surpluses, by agreement of the Extraordinary Plenary on November 2, 2026. The decision is made public in the Official Gazette of the Province of Lugo no. 254, corresponding to Thursday, November 5, 2026, under reference R. 3008, and opens a public exhibition period of fifteen business days for the submission of allegations.
The file is processed in compliance with the provisions of article 169.1, by referral of article 177.2, of the Recast Text of the Law regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The announcement was signed in Bóveda on November 2, 2026, by the mayor, José Manuel Arias López.
Fifteen business days for allegations
The public information period begins to count from the day following the publication of the announcement in the provincial gazette, that is, from November 6, which places the end of the process at the end of November. During this period, the file may be examined by any interested person at the municipal offices.
- Approving body: the Extraordinary Plenary of the Bóveda City Council, in the session of November 2, 2026.
- Modality: credit modification file, credit supplement.
- Financing: treasury surpluses.
- Public exhibition period: fifteen business days from the day following the publication in the BOP no. 254.
- Publication: Official Gazette of the Province of Lugo no. 254, of November 5, 2026, reference R. 3008.
If no allegations are presented after this period, the agreement will be considered definitively approved without the need for a new plenary pronouncement, as expressly stated in the announcement itself.
Background: the 121,750 euro supplement
The operation comes after the Council closed another credit supplement, file 5/2026, definitively approved for the amount of 121,750.00 euros after no claims were registered during its public exhibition period, which opened in the BOP no. 203, of September 5, 2026.
In that modification, published in the BOP no. 226, of October 2, 2026, under reference R. 2627, the financing table reflected an increase of 121,750.00 euros in income application 87000, corresponding to the treasury surplus for general expenses. The file distributed that amount among thirteen expenditure applications, with increases ranging from 100 euros to 26,000 euros.
What the announcement does not detail
The text published on November 5 does not specify the amount of the new credit supplement nor the detail of the budgetary applications that will be increased, data that only appear in the file exhibited at the municipal offices during the period for allegations.
Initial approval does not imply definitive endorsement of the operation: any interested party may consult the file and submit the allegations they deem pertinent before the agreement becomes final. Against the definitive approval, legitimate interested parties may file a contentious-administrative appeal before the competent jurisdiction, in accordance with the provisions of the regulations governing local finances.
Impact for residents
The operation directly affects the current municipal budget of Bóveda, as it allows for the enabling of additional credit in expenditure items without the need to resort to borrowing, using for this purpose the surpluses accumulated in the municipal treasury. The public exhibition period is the only formal opportunity for citizen intervention and opposition before the modifications become effective.
