Báguena renews its municipal regulations: six new ordinances and eleven repeals
Por FactBox Admin

The Báguena City Council has opened for public consultation a complete renovation of its municipal regulations, agreed upon by the Plenary in an ordinary session on June 12, 2026. The announcement, with reference 2026-3130, is published in the Official Gazette of the Province of Teruel no. 207, dated October 28, 2026, and grants thirty business days for allegations from residents and taxpayers. The announcement is signed by the Mayor-President, María José Rubio Bernal, dated October 23, 2026.
The plenary agreement is structured into six sections and affects virtually all activity regulated by the council: basic services, urban planning, own taxes, and collection management. The processing is supported by Article 49 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and Article 140 of Law 7/1999, of April 9, on Local Administration of Aragon, for provisions of a non-tax nature, and Article 17 of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, for those of a tax nature.
Six new texts for water, urban planning, waste, cemetery, and traffic
The first block of the agreement initially approves the regulatory content and provisionally the tax provisions of three ordinances that replace previously scattered fees. They are as follows:
- Municipal ordinance regulating the integrated water cycle and the fees for water supply and sewerage.
- Municipal ordinance regulating urban intervention and the fee for urban actions.
- Municipal ordinance regulating waste, health, and environment and the fee for waste management.
Added to these, with initial approval of their regulatory content, are the municipal ordinance for the cemetery service and the municipal ordinance for traffic and road use. The sixth text is the general ordinance for the management, collection, and inspection of taxes and other public law revenues of the Báguena City Council, provisionally approved in its tax content and initially in the rest of its provisions.
Four local taxes revised and eleven provisions repealed
The modification affects four reference tax ordinances, identified in the announcement by their code: OF11 IAE (Tax on Economic Activities), OF13 IVTM (Vehicle Tax), OF14 IBI (Real Estate Tax), and OF20 ICIO (Tax on Construction, Installations, and Works).
The provisional repeal extends to nine tax ordinances and two regulatory ordinances, rendering a total of eleven provisions ineffective:
- Suppressed tax ordinances: OF1 Garbage or MSW, OF2 Granting of urban planning licenses, OF3 Cemetery, OF4 Sewerage, OF6 Water supply, OF7 Towing and hauling of vehicles, OF9 Gutters/Downspouts, OF17 Driveway crossings, and OF18 Slaughterhouse.
- Suppressed regulatory ordinances: those regarding parking and speed limits, and the registration of motorcycles.
Thirty business days for appeals and examination via the electronic office
The period for public information and hearing of interested parties is thirty business days starting from the day following the publication of the announcement in the Official Gazette of the Province of Teruel. During this period, the files and the full texts of the ordinances may be consulted at the municipal offices, located at San Valentín St., no. 2, in Báguena, and in the notice board section of the municipal electronic office (https://baguena.sedelectronica.es/).
Claims, allegations, or suggestions must be submitted through these same channels. The announcement and the agreements submitted for public exhibition will also be published on the City Council’s notice board during the legally established period.
If no claim is filed, the agreements for initial and provisional approval, modification, and repeal will be definitively adopted without the need for a new plenary agreement. In such a case, the definitive agreements and the full text of the approved or modified ordinances, along with the repeals, will be published in the provincial gazette, and the entry into force will occur according to the requirements and deadlines of the applicable regulations.
The scope of the operation is notable for a small municipality: eleven provisions disappear and six new texts concentrate the provision of essential services and their financing into a single regulatory body. The result will be a more compact municipal framework, but it will also require residents and business owners to review their tax obligations, especially regarding water, waste, urban planning, and the cemetery, before the closing of the appeals period.
