Azucena Santolaya, new secretary general of the Digital Society

The Regional Ministry of Finance, Public Governance, Digital Society and Government Spokesperson has resolved to award the position of Secretary General Director of the Directorate General for the Digital Society to Azucena Santolaya Íñiguez, according to Resolution 2084/2026, of September 2, published in the Official Gazette of La Rioja number 171, of September 7, 2026 (official reference BOR-A-20260907-II–1009). The appointment is made through the free designation procedure, within section II of Authorities and Personnel.

The call was initiated by Resolution 1824/2026, of July 28, from the same Ministry, published in the Official Gazette of La Rioja number 144, of July 30, 2026. The procedure is processed in accordance with article 96 of Law 9/2023, of May 5, on the Public Service of the Autonomous Community of La Rioja, and Decree 78/1991, of November 28, which regulates the filling of positions for civil service personnel.

The awarded position

The position announced under code LD.08/26 corresponds to the Directorate General for the Digital Society, reporting to the Ministry of Finance, Public Governance and Government Spokesperson. Its remuneration and classification characteristics are as follows:

• Title: Secretary General Director.
• RPT Number: 0020.
• Destination supplement: 18.
• Subgroup: C1/C2.
• Specific supplement: 10,444.20 euros.

Effects and procedures

The resolution provides that the corresponding Technical General Secretariat will process the cessation of the awardee’s current destination and the assumption of the new position, under the terms provided in article 10 of Decree 8/89, of February 24, sending a copy to the Directorate General of Public Service. The resolution enters into force on the day following its publication in the Official Gazette of La Rioja.

Appeals

The resolution ends the administrative route, in accordance with article 45 of Law 4/2005, of June 1, on the Operation and Legal Regime of the Administration of the Autonomous Community of La Rioja. The following may be filed against it:

• Optional appeal for reversal before the Ministry, within one month from the day following its publication.
• Contentious-administrative appeal before the Contentious-Administrative Court of Logroño, within two months from the day following its notification.

The resolution was signed in Logroño on September 2, 2026, by the regional minister Alfonso Domínguez Simón. With this appointment, the Directorate General for the Digital Society is provided with its head of the general secretariat, a key position for the administrative management of the digital transformation of the Riojan Administration.
