Aznalcóllar renueva su equipo de gobierno con tres tenientes de alcalde

The City Council of Aznalcóllar (Seville) has renewed its municipal governing team through Mayoral Resolution No. 368/2026, dated October 5, 2026, which revokes the deputy mayors appointed in the previous term and names the new ones. The first deputy mayor position is held by María de los Ángeles Ruiz Rodríguez. The agreement, signed by the Mayor-President Juan José Fernández Garrido, is published in the Official Gazette of the Province of Seville No. 196, dated Thursday, October 8, 2026, in the Local Administration section (official reference: BOP-SE-2026-196004).

A resolution based on local regulations

The resolution is processed under file 2026/OSE_01/000027, with the procedure for the “Appointment of Deputy Mayor,” and is based on the Mayoral Order of September 29, 2026, and the proposal report from the municipal Secretariat-Audit.

The text expressly invokes Article 21.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and Articles 41.3 and 46.1 of the Regulation on the Organization, Operation, and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28.

The document occupies pages 49 and 50 of the provincial gazette and was electronically signed by the councilor on October 6, 2026, at 11:49 AM.

The new deputy mayors

The second section of the resolution designates the three deputy mayors of the corporation, in order of precedence:

  • María de los Ángeles Ruiz Rodríguez, first deputy mayor.
  • Francisco García Franco, second deputy mayor.
  • Manuel Borrero Escudero, third deputy mayor.

Changes relative to the previous team

The first section revokes Mayoral Resolution No. 231/2023, of June 20, by which the previous deputy mayors were appointed:

  • Rocío Ojeda Mateos, first deputy mayor.
  • Manuela José Díaz Vargas, second deputy mayor.
  • Francisco García Franco, third deputy mayor.
  • Manuel Borrero Escudero, fourth deputy mayor.

From the comparison between both teams, it appears that Francisco García Franco and Manuel Borrero Escudero maintain their presence in the body, although with a different order of precedence, while Rocío Ojeda Mateos and Manuela José Díaz Vargas leave it. The new composition reduces the number of deputy mayor positions from four to three.

Notification, publication, and effects

The operative part of the resolution also establishes a series of mandatory procedures:

  • Personally notify the interested parties of the resolution.
  • Forward it to the Official Gazette of the Province for publication, without prejudice to its effectiveness from the day following the mayor’s signature, unless otherwise specified therein.
  • Likewise, publish it on the notice board of the Aznalcóllar City Council.
  • Report it to the Plenary of the corporation at the first session to be held.

The announcement closes with the publication formula for general knowledge, dated in Aznalcóllar on the day of the electronic signature.

The reorganization of the deputy mayoralties directly affects the daily operation of the council, as these positions assume the substitution of the mayor and the exercise of delegated functions. With the publication in the provincial gazette, the new governing team is formally constituted, and the residents of Aznalcóllar can consult the composition and the order of precedence of their municipal officials in the official text.
