Capella City Council announces a permanent position for a maintenance worker-bailiff.

Publication of the call for applications

The City Council of Capella (Huesca) has published in the Official Gazette of the Province of Huesca the call for applications and approval of the rules for the selection of a maintenance worker-bailiff under a fixed employment regime, as well as the creation of an employment pool for the same professional category. The notice appears in BOPH no. 3696, number 156, corresponding to Tuesday, 18 August 2026, with reference BOPH-2026-156004.

The call is based on Mayoral Resolution no. 125, issued on 17 August 2026, which approved the regulatory rules and the selection process. The selection system will be a competitive examination, consisting of an examination phase (with two exercises) followed by a merit assessment phase.

Requirements and application deadline

The position announced was included in the Public Employment Offer for the 2024 financial year, approved by Mayoral Decree of 5 August 2024 and published in BOPH no. 151 of 6 August 2024. The official characteristics of the position are:

  • Position title: Maintenance worker-bailiff
  • Working hours: Full-time
  • Group: E – Professional groups
  • Selection system: Competitive examination
  • Regime: Fixed employment

To participate in the selection process, applicants must meet the requirements established in Article 56 of the consolidated text of the Basic Statute of Public Employees Act (Royal Legislative Decree 5/2015, of 30 October):

  • Hold Spanish nationality
  • Possess functional capacity certified by a medical certificate
  • Be at least 16 years old and not exceed the maximum compulsory retirement age
  • Hold the Certificate of Schooling or equivalent, or be in a position to obtain it by the end of the application period
  • Not have been dismissed through disciplinary proceedings from any public service
  • Hold a category B driving licence

The application submission period is 20 calendar days counted from the day following the publication of the call in the Official State Gazette.

Selection process and assessment system

The process will be carried out in two phases. First, the examination phase, consisting of two exercises:

  • First exercise: 40 multiple-choice questions (4 alternative answers, one correct) lasting one hour. It will be scored from 0 to 20 points, with a minimum of 15 correct answers required to pass.
  • Second exercise: One or more practical scenarios related to the tasks of the position —plumbing, electrical work, carpentry, painting, gardening and maintenance— lasting 2 hours, scored from 0 to 15 points (minimum of 7 to pass).

Secondly, the competition phase, which will assess the merits of applicants who have passed the competitive examination: professional experience (up to 10 points) and training (up to 5 points).

Job duties and probationary periods

The duties assigned to the services-bailiff worker include maintenance and conservation tasks for municipal buildings and facilities, street cleaning, upkeep of gardens and green areas, maintenance of drinking water and sewage networks, maintenance of municipal swimming pools, and collaboration in the organization of municipal events and festivities.

The working day will be full-time, Monday to Friday, including weekends as on-call duty, without prejudice to adjustments in case of emergency. Likewise, a three-month probationary period is established, during which the worker will have the same rights and obligations of the position, and either party may terminate the employment relationship.

Creation of an employment pool

In addition to the permanent position, the call for applications provides for the creation of an employment pool for the category of services-bailiff worker under temporary labor personnel arrangements. This pool will be used to cover vacations, sick leave, permits, licenses, and other circumstantial service needs, replacing any previous pool. Members will be called in order of their score according to the needs of the town council.

Applications must be submitted to the Mayor of the Capella Town Council, electronically through the electronic headquarters, in person at the town council’s general registry (Mondays and Thursdays from 9:00 a.m. to 2:00 p.m.), at registries of other public administrations, at post offices, or at diplomatic representations abroad.
