The Ayala City Council has definitively approved the additional credit file 3/2026, for a total amount of 134,225.39 euros, intended to finance the acquisition of a municipal truck, a digital platform for course management, and reforestation activities. The agreement, signed by the mayor-president Prudencio Otegui Echevarría in Respaldiza on August 31, 2026, is published in the Official Gazette of the Historical Territory of Álava number 102, dated September 7, 2026, with reference 2026-02523.
The definitive approval occurs in accordance with Article 34 of Foral Norm 3/2004, of February 9, as no claims or observations of any kind were filed against the initial approval agreement. The file is presented as balanced, with no deficit occurring, as it is fully financed by the treasury surplus for general expenses.
Destination of funds
The additional credit is distributed across four expenditure items, ranging from the improvement of municipal services to the recovery of green spaces:
- Acquisition of municipal truck (item 920.624000): €90,000.00
- Supply of digital platform for the management of cultural and sports courses (item 920.644001): €14,225.39
- Equipment and furniture for municipal recreational areas (item 171.625011): €15,000.00
- Reforestation of green zones and municipal recreational areas (item 171.610000): €5,000.00
Financing with treasury surplus
The total amount is financed by the resources listed in the file itself, such that the credit is presented as balanced and without deficit. The revenue item supporting it is 87001, treasury surplus for general expenses, for an amount of 134,225.39 euros, which covers the entirety of the planned investments.
Appeal period
A contentious-administrative appeal may be filed against the definitive approval agreement within a period of two months, counted from the day following the date of its publication, before the High Court of Justice of the Basque Country. The announcement is made public for the general knowledge of the residents of the municipality.
The decision reinforces the investment capacity of the Ayala City Council in a fiscal year in which it combines the renewal of its service fleet with the digitalization of the cultural and sports offer and the improvement of the natural environment, all without resorting to new debt by financing it with available own resources.
