Marela Grants: the Provincial Council increases one livestock farm and withdraws 800 euros

Axudas Marela: a Deputación sobe a unha gandeira e retrae 800 euros

The Provincial Council of Lugo has closed the final granting of subsidies from the Marela program for the promotion and enhancement of Rubia Galega breed breeders in the province’s farms, with a correction that increases the aid for one livestock farmer and withdraws 800 euros from two other applicants. The agreement was adopted by the Governing Board in an ordinary session on October 16, 2026, and is published in the Official Gazette of the Province of Lugo number 246, dated October 27, 2026, with reference R. 2898.

The call was approved in April 2026, with an allocation of 200,000 euros charged to budget application 4190.48900 of the General Provincial Budget, and the regulatory bases were published in the BOP of Lugo number 97, dated April 30, 2026. 302 applications were submitted by owners of livestock farms in the province.

The procedure is processed under an abbreviated regime of competitive bidding and follows the order of submission of the applications, considering the submission date as that on which the file is complete. Base 5 sets an amount of 400 euros per eligible animal, with a maximum of ten animals per beneficiary.

The ex officio correction in favor of Rosa Pérez Carreiras

The provisional resolution, adopted by the Governing Board on August 21, 2026, and published in the BOP of Lugo number 195, dated August 27, granted Rosa Pérez Carreiras 400 euros for a single animal, considering that she had not proven birth before 36 months in relation to two of the three requested animals.

Following the allegation presented on August 27, the managing center reviewed file 2026/CCP_01/001237 and noted “the error committed,” as compliance with the requirements for the three animals was fully proven. The subsidy thus increases from 400 to 1,200 euros.

The 800 euros are taken from the final grants

Since the credit was exhausted, the additional 800 euros are withdrawn from the subsidies granted in the last place. There are two consequences:

  • Cabo Molmeán, SC (file 2026/CCP_01/001386), who had requested aid for three animals and had been proposed for one (400 euros), moves to the list of rejected applications.
  • Iván Fontal Gómez (file 2026/CCP_01/001384), who had requested four animals and had been proposed for three (1,200 euros), sees his aid reduced to 800 euros, corresponding to two eligible animals.

Four neighbor appeals rejected and eleven applications that remain out

Between August 28 and September 10, 2026, 18 objections were registered. Four of them, submitted by María Luisa Arias Pallares, Inés Bellón Rodríguez, José Luis Fernández Pérez, and Emilio Seijas Castedo, requested a review of the order of priority. The Deputación rejects them because the last beneficiary application before the budget was exhausted was that of Cabo Molmeán, SC, submitted on May 14, 2026, at 14:14:20, and the four objectors submitted theirs subsequently.

  • The objection of Isabel Becerra López (file 2026/PES_03/016786) is also dismissed for failing to check the commitment to disseminate the public nature of the funding in Annex IV.
  • The objections of twelve applicants who amended their documentation are upheld, but their requests remain dismissed: the reason changes from “documentation with defects” to “exhaustion of budget.” Among them are María Amparo Fernández Fernández, María Ángeles Prado Pacín, Eliseo López Pérez, Ganadería Arcos, SC, Iago Vázquez Mariño, Paz Díaz López, Ana Paz Roca, and Purificación Castro López.

Appeal period and scope of the agreement

The agreement ends the administrative route. An optional appeal for reversal may be filed before the Governing Board of the Deputación within one month, or a contentious-administrative appeal before the Contentious-Administrative Court of Lugo within two months, counted from the day following publication.

The definitive list of beneficiaries, distributed across several pages of the bulletin, totals a combined amount of 200,000 euros, the total allocated in the call for the entire province.

The closure of these grants directly affects the beef cattle sector of the province of Lugo: an administrative correction of 800 euros is enough to leave an entire farm out of the program and to cut the grant of another by half, which highlights the tightness of a budget that is exhausted before attending to all correctly submitted applications. The affected livestock farms keep the appeal route open, while the rest of the beneficiaries can already consult their definitive accounts in the provincial bulletin.
