Avilés definitively approves credits for 2.88 million from the treasury surplus

The Avilés City Council has given final approval to a credit modification of its 2026 Budget in the amount of 2,878,141.68 euros, fully financed by the treasury surplus for general expenses. The operation, processed as file 5889/2026, was closed as no claims were filed and is published in the Official Gazette of the Principality of Asturias (BOPA) no. 184, dated September 23, 2026, with reference Code 2026-07648.

Initial approval in the Plenary Session of August 7

The Plenary Council of Avilés initially approved the credit modification in a session held on August 7, 2026, through extraordinary credits and credit supplements financed by the treasury surplus for general expenses. The announcement of public exhibition was published in BOPA no. 162, dated August 21, 2026, with reference Code 2026-06829, and opened a period of fifteen business days for legitimate interested parties to submit claims.

Claims were to be addressed to the General Registry and resolved before the Plenary Council, in accordance with articles 177 and 169.1 of Royal Legislative Decree 2/2004, which approves the revised text of the Law Regulating Local Treasuries. As none were registered, the modification is understood to be definitively approved as provided for in article 169.1 of the same regulation and in article 20.1 of Royal Decree 500/1990.

Expenditure breakdown by chapters

The summary by chapters of the definitively approved modification, published under article 169.3 of Royal Legislative Decree 2/2004, is as follows:

• Chapter II, Expenditure on current goods and services: 410,824.65 euros.
• Chapter VII, Capital transfers: 2,267,317.03 euros.
• Chapter IX, Financial liabilities: 200,000.00 euros.
• Total sum of current, capital, and financial non-financial operations: 2,878,141.68 euros.

The bulk of the amount therefore corresponds to capital transfers, which concentrate more than two million euros, while current expenditure on goods and services and the amortization of financial liabilities complete the operation.

Financing with treasury surplus

The modification is fully financed through Chapter VIII, Financial Assets, for 2,878,141.68 euros, confirming that the treasury surplus for general expenses fully covers the credit increase without resorting to new net debt.

The edict is signed by Raquel Ruiz López, Delegated Councilor for Finance, Tourism, Trade, and Youth of the Most Excellent City Council of Avilés, in Avilés on September 16, 2026, by delegation of the Mayoralties of June 26, 2023, and February 12, 2025.

The final approval enables the Avilés City Council to execute the extraordinary credits and supplements incorporated into the current Budget, such that the services and actions financed from the treasury surplus remain available for expenditure during the 2026 fiscal year. The publication of the summary by chapters closes the administrative processing and opens the way for public auditing of municipal accounts totaling nearly 2.88 million additional euros.
