Avilés opens public information regarding the expropriation of the APE N1/N4 area

The Compensation Board of the Specific Planning Area APE N1/N4 of the Avilés General Urban Plan (PGO) has approved the expropriation project via joint appraisal of the assets and rights necessary to execute the area, corresponding to the owners who are not part of the board. The agreement, adopted by its General Assembly on June 30, 2026, is published in the Official Gazette of the Principality of Asturias (BOPA) number 178, dated September 15, 2026, and opens a one-month public information period. The announcement bears the official reference Code 2026-07443 and was signed in Gijón on July 14, 2026, by the representative of the board’s Presidency.
Regulatory framework of the procedure
The expropriation is processed in accordance with Article 187 of Legislative Decree 1/2004, of April 22, which approves the consolidated text of the legal provisions in force regarding land use and urban planning (TROTU), and Article 234 of the Land Use and Urban Planning Regulations of the Principality of Asturias (ROTU). Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations is also applicable.
The joint appraisal procedure is directed exclusively at the owners of land within the APE N1/N4 area who have not joined the compensation board, which acts as the beneficiary of the expropriation.
Deadline and form of participation
Once the project is approved, a public information period of one month is opened, via an announcement in the BOPA and in one of the highest-circulation newspapers of the Autonomous Community. During this period, interested parties may submit any allegations they deem appropriate, and all landowners in the area will be notified individually.
- In-person consultation: registered office of the board, Plaza del Instituto n.º 3, 3.º izquierda, 33201-Gijón, Monday to Friday from 9:00 to 14:00 and from 17:00 to 19:00, by appointment via telephone at 985 176 229.
- Submission of allegations: by postal mail to the same address, to the attention of the Compensation Board of the Specific Planning Area APE N1/N4 of the Avilés PGO.
Relevance for those affected
The publication opens the way for owners not integrated into the board to review the valuation of their assets and rights before the file continues its processing. The announcement constitutes the preliminary step before the final determination of expropriation compensations; therefore, it is crucial that those affected submit their allegations within the one-month period to defend their interests.
