Por FactBox Admin

The Provincial Service of Economy, Competitiveness and Employment of Huesca, under the Department of Economy, Competitiveness and Employment of the Government of Aragon, has authorized Amazon Data Services Spain S.L. for the electrical installation that will provide provisional supply for the construction of its new data center in the Walqa Technology Park, in the municipality of Huesca. The decision is contained in the resolution published in the Official Gazette of the Province of Huesca number 207, of Wednesday, October 28, 2026 (pages 107 and 108), with official reference BOPH-2026-207022 and file HU-SP-ENE-AT-2026-098. The document was signed in Huesca on October 26, 2026, by the provincial director, Marta P. Rodríguez Vicente.
The authorization is of a dual nature: it is both a prior administrative and construction authorization, and it enables the execution of a project for an installation classified as “private to be partially ceded to the distributor,” whose declared purpose is to provide provisional supply for the construction of the new data center. The file was processed in accordance with Title VII of Royal Decree 1955/2000, of December 1, and the resolution further invokes Law 24/2013, of December 26, on the Electricity Sector, Royal Decree 223/2008 on high-voltage lines, Royal Decree 337/2014 on high-voltage electrical installations, and Law 39/2015 on common administrative procedure, along with the shared energy competencies under article 75.4 of the Statute of Autonomy of Aragon.
Layout and technical characteristics
The project, drafted by Inmaculada Lloro Otín and Javier Buera Olivera, chartered industrial technical engineers numbers 4559 and 7934, with visa VIHU261378 dated September 3, 2026, from the Official College of Experts and Industrial Technical Engineers of Aragon, is organized into three sections:
- Medium-voltage underground line from the connection point on the 15 kV “WALQA 4” line, on street 5 of the park, to the new sectioning, metering, and transformation center, in double circuit 2x(3x1x240 mm²), RH5Z1 Al 12/20 kV conductor and five meters in length to the input and output cells.
- Prefabricated sectioning, metering, and transformation center, with motorized input, output, and customer delivery cells on the company side, and riser, sectioning, metering, line, and fuse protection cells plus a 100 kVA transformer (16 kV/B1-B2) on the subscriber side.
- 695-meter underground line from the sectioning center to the new transformation center, with 3x1x240 mm² RH5Z1 Al 12/20 kV conductor, and a prefabricated transformation center equipped with cable riser cells, fuse protection, and a 630 kVA transformer with a 9.5-16 kV/B2 ratio.
Deadlines, conditions and appeals
The resolution sets the deadline for the commissioning of the installation at 24 months, counting from the day following its notification to the holder. The company must comply with the conditions established in the reports issued by the affected bodies.
The authorization is granted without prejudice to, and independently of, the authorizations, licenses, and permits of municipal, provincial, and other competent bodies necessary to execute the installation, and property rights and third-party rights remain safeguarded.
Against the resolution, which does not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed before the Counselor of Economy, Competitiveness, and Employment within one month, in accordance with articles 121 et seq. of Law 39/2015.
Project Confirmation
The official text does not provide investment, surface area, or employment figures, and is limited to confirming the existence of a “new data center” in the Huesca technology park. It does confirm, however, that the company has already established the Spanish entity holding the project and has contracted and approved the detailed engineering of its electrical infrastructure, an essential prior step to begin urbanization and construction.
The publication of the authorization in the provincial bulletin opens the formal public exhibition period of the resolution and provides legal guarantees for the service connection, which must also be partially ceded to the local distribution company.
The electrical approval for Amazon Data Services Spain S.L. in the Walqa Technology Park turns Huesca into a relevant node on the national map of digital infrastructures and anticipates a significant energy demand in the region, with two transformers of 100 and 630 kVA and a medium-voltage line running through the park premises. For readers, the resolution means that the project is no longer an announcement and enters its executive phase: any interested party can now consult the technical characteristics, environmental and sectoral conditions, and deadlines in the full text published by the Provincial Council of Huesca.
