Autorizan en Alcázar de San Juan las baterías del parque Valdecarro

The General Directorate of Energy Policy and Mines, of the Ministry for the Ecological Transition and the Demographic Challenge, has granted Parque Eólico Valdecarro, S.L. the prior administrative authorization for the battery storage module BESS Valdecarro, with an installed capacity of 18.45 MW, in the municipality of Alcázar de San Juan. The decision is contained in the resolution reference PFot-ALM-063 (AAP), processed under the code SEE/DGPEM/SGIISE/, and is published in the Official Gazette of the Province of Ciudad Real number 210, dated October 30, 2026, as announcement number 3518.

The file was initiated in the Industry and Energy Area of the Government Sub-delegation in Ciudad Real and was processed in accordance with Royal Decree 1955/2000, of December 1, and Law 21/2013, of December 9, on environmental assessment. The promoter submitted the application on November 10, 2023, with subsequent corrections on August 21, 2024, September 2, 2024, November 14, 2024, and February 5, 2025. The public information process was published on August 26, 2024, in the Official Gazette of the Province of Ciudad Real and on August 29, 2024, in the Official State Gazette, without any allegations being received.

From photovoltaic park to hybrid installation

The authorization allows for the construction of a storage module that hybridizes the already operational photovoltaic park FV Valdecarro, with an installed capacity of 49.88 MW. The resulting installation reaches 68.33 MW of installed capacity, calculated according to article 5 of Royal Decree 997/2025, of November 5, and detailed in an addendum to the technical project dated October 2, 2026.

  • Storage capacity: 36.90 MWh.
  • Battery system duration: 2 hours.
  • Technology: lithium-ion.
  • Generation access capacity granted by Red Eléctrica de España, S.A.U.: 41 MW.
  • Affected municipality: Alcázar de San Juan, province of Ciudad Real.

73,920 lithium cells and ten Tesla inverters

The technical project details equipment consisting of 73,920 LiFePO₄ prismatic cells, model LI-156C from the manufacturer CATL, with a unit maximum active power of 249.6 W, integrated into Tesla Megapack 2 XL containers. The system is completed with five LV-LV/MV transformers from Construcciones Eléctricas JARA, S.L. and a common transformer with a maximum active power of 175 MW.

  • Inverters: 10 DC/AC units integrated into containers, with 2.4 MW each and a maximum active power of 24 MW.
  • Transformers: 5 units of 4.2 MW each, with a maximum active power of 21 MW.
  • Total active power of the cells: 18.45 MW.

Evacuation at 30 kV to the Jarrina substation

The resolution includes only a part of the evacuation infrastructure: an underground 30 kV line between the module’s transformation centers and the Edificio BESS Valdecarro-Valdivieso sectioning center, and another 30 kV line from that building to the existing Jarrina 30/220 kV substation. The sectioning center is expressly excluded and is being processed under file PFot-ALM-064; the rest of the infrastructure up to the network node, at the Carroyuelas 220 kV substation, owned by Red Eléctrica de España, S.A.U., is resolved in regional files.

Environmental constraints and deadlines

The Environmental Impact Report, formulated by resolution dated January 19, 2026, from the Directorate General for Quality and Environmental Evaluation and published in the Official State Gazette number 24, dated January 27, 2026, concluded that an ordinary evaluation is not necessary, with prescriptions that the promoter must integrate: retention basins for polluting substances, monitored alert systems for battery fires, and accreditation of self-protection regulations.

The promoter has three months to justify whether the constraints reduce the authorized power and to request the administrative construction authorization; failure to do so will result in the authorization expiring. An administrative appeal may be filed against the resolution, which does not exhaust administrative remedies, before the Secretary of State for Energy within one month. The document is signed by the Director General, Manuel García Hernández.

Alcázar de San Juan thus concentrates a sequence of state hybridization authorizations: on that same day, the gazette publishes that of BESS Valdivieso, 18.45 MW, promoted by Energías Ambientales de Soria, S.L., and that of BESS Alcázar 1, 16.44 MW, by Planta Solar Alcázar 1, S.L. The approval for storage allows existing photovoltaic parks to manage surpluses and discharge energy into the grid outside of sunny hours, a relevant step for the provincial energy sector and for a municipality that already accumulates several hybridization projects.
