4.9 MW photovoltaic plant authorized in Jacarilla, Alicante

Authorization and declaration of public utility

The Third Vice-Presidency and Department of the Environment, Infrastructure, Territory and Recovery, through the Territorial Service of Industry, Energy and Mines of Alicante (STIEMA), has resolved to grant the company Jacaranda Solar SPV, SL the prior administrative authorization, the administrative construction authorization and the approval of the dismantling and land restoration plan for the photovoltaic power plant called Jacaranda Solar. Likewise, the public utility of the evacuation infrastructure for the exclusive use of the installation is declared.

The resolution, dated 4 August 2026, has been published in the Official Gazette of the Valencian Government (DOGV) number 10431, dated 18 August 2026, with the official reference CVE DOGV-C-2026-26990.

Technical characteristics of the project

The Jacaranda Solar photovoltaic power plant will have the following specifications:

Nominal inverter power: 4.9 MWn
Peak power of photovoltaic modules: 5,650.41 kWp (bifacial modules of 760 Wp, or 874 Wp with 15% bifacial gain)
Installed power: 4.9 MW (as defined in Article 5 of RD 997/2025)
Granted grid access capacity: 4.9 MW
Number of photovoltaic modules: 6,465 units
Number of inverters: 14 (350 kWn each)
Area occupied by modules: 20,080 m²
Total fenced area: 58,150 m², divided into two zones
Location: Plots 174, 177, 192 and 9023 of polygon 3 in Jacarilla (Alicante)
Project budget: €2,760,683.62

The plant will be installed on common non-developable land eligible for DEUT (land eligible for reclassification). The technology used is horizontal single-axis tracking, with the modules anchored directly to the ground without foundations.

Evacuation infrastructure and grid connection

The installation will include a 20 kV underground evacuation line connecting the plant’s transformer substation with the CT Vistabella Golf 11 (904815439) on line 14 – Capeta of 20 kV, owned by I-DE Redes Eléctricas Inteligentes, SAU. The route of the evacuation line crosses the municipal districts of Jacarilla and Orihuela, affecting several plots and access roads of the Residencial Entre Naranjos in Orihuela.

The declaration of public utility of the evacuation infrastructure authorizes the promoter to initiate, where applicable, procedures for compulsory expropriation and right of way over the affected assets and rights, including the impact on the Vereda de Fuente Amarga, a livestock trail whose legal width is 15 metres.

Processing procedure and environmental assessment

The project was requested by Jacaranda Solar SPV, SL on 23 December 2022 (record GVRTE/2022/4308461) and processed under the integrated procedure established by Decree-Law 14/2020, of 7 August, of the Consell. As it is a project with a capacity equal to or less than 10 MW, the urgent procedure under article 33.1 of the decree-law was applied, with the ordinary deadlines reduced by half.

The environmental impact report was issued on 11 February 2025 (file (3788735) 14/2025/AIA) by the Directorate General for Urban Planning, Landscape and Environmental Assessment, concluding that the project will not have significant effects on the environment and does not require an ordinary environmental impact assessment, provided that the established conditions are met. Said report was published in the DOGV number 10072, dated 24 March 2025.

During the public information period, allegations were submitted by the Association of Friends of the Wetlands of Southern Alicante (AHSA), one natural person and one legal entity, all of which were answered and notified in writing. The promoter submitted the consolidated project with the modifications required by the various reports on 31 July 2026.

Relevance of the project for the energy transition

The authorisation of Jacaranda Solar is part of the Generalitat Valenciana’s drive to promote renewable energies in the province of Alicante, one of the areas with the highest solar irradiation in Spain. The plant, with 4.9 MW of installed capacity, will contribute to the generation of clean electricity and to the diversification of the energy mix in the Comunitat Valenciana, in line with the decarbonisation objectives of the electricity sector. The declaration of public utility of the evacuation infrastructure speeds up the acquisition of the land needed to connect the plant to the distribution network, facilitating the start-up of the project.
