Blázquez authorized for a 160 kVA electrical center in Pruna

The Territorial Delegation of Economy, Finance, European Funds, Social Dialogue and of Industry, Energy and Mines in Seville has granted prior administrative authorization and administrative construction authorization to Blázquez, SL for a 160 kVA sectioning-transformation center in the municipality of Pruna. The resolution, processed under file 299355 and R.A.T. 104795, is published in the Official Gazette of the Province of Seville (BOP) number 197, corresponding to Friday, October 9, 2026, under the official reference BOP-SE-2026-197018.

The competence to resolve this type of procedure corresponds to the holder of the General Secretariat of Energy of the Regional Government of Andalusia (Junta de Andalucía), although it was delegated to the provincial territorial management bodies through the Resolution of March 11, 2022 (BOJA no. 52, of March 17, 2022). At the provincial level, this competence is exercised by the Territorial Delegation in Seville, in accordance with Decree 300/2022, of August 30, and Decree 163/2022, of August 9, which regulates the organic structure of the Ministry of Industry, Energy and Mines.

The procedure has been conducted according to Title VII of Royal Decree 1955/2000, of December 1, in development of Law 24/2013, of December 26, of the Electricity Sector, and with the exception cases of Decree 9/2011, of January 18, and Decree-law 26/2021, of December 14.

A May application and a thirty-day process

Blázquez, SL, with registered office at Avenida de Andalucía, 18, in Pruna, submitted the application on May 13, 2026, accompanied by the mandatory documentation contained in the file. The resolution is signed by Antonio José Ramírez Sierra on August 11, 2026.

In accordance with regulatory procedures, the application and technical documents were forwarded for a period of thirty days to the bodies that could be affected, so that they could issue a report and, where applicable, a technical condition:

• Pruna City Council, the only affected body according to the promoter’s declaration.

The resolution states that there is agreement between the affected bodies and the petitioner, as well as with the allegations and reports submitted within the regulatory deadlines.

Technical characteristics of the installation

The declared purpose is to change the “Gamero” transformation center from outdoor to indoor, which involves dismantling the last section of the overhead line with LA-30 conductor that feeds the center and the last two supports. The objective is to improve the quality of the electricity supply in the Gamero area, in the municipality of Pruna.

The main characteristics recorded in the resolution are as follows:

• Power line: origin at A/S conversion support and end at the new “Gamero” sectioning center.
• Type: double-circuit underground.
• Length: 0.095 kilometers times two.
• Operating voltage: 20 kV.
• Conductors: RH5Z1 18/30 kV 3x1x150 mm² aluminum.
• Transformation center: prefabricated indoor, 160 kVA.
• Transformation ratio: 20 kV B2, with 2L + 1P cells.
• Budget: 43,488.87 euros.

Conditions, deadlines and resources

The authorization is granted subject to other necessary licenses or rights-of-way from other agencies and is only valid within the exercise of the competencies of the Territorial Delegation. The holder must communicate in writing the start and completion of the works, and the installation may not enter service until it has the corresponding operating authorization, following compliance with article 132 of Royal Decree 1955/2000.

The planned period for the execution of the installation is two years, counted from the day following the notification of the resolution. The Administration may nullify the authorization if the imposed conditions are not met.

The resolution also recalls that, according to section 13.9 of Regulation (EU) 2024/573, as of January 1, 2026, the commissioning of electrical switchgear up to 24 kV using greenhouse gases (SF6) is prohibited, unless the applicable exception is communicated to the competent authority.

Against the resolution, which does not exhaust the administrative route, an appeal for reversal may be filed before the Minister of Industry, Energy and Mines of the Junta de Andalucía within one month from the day following its notification, according to articles 121 and 122 of Law 39/2015, of October 1.

The authorization unlocks a project of 43,488.87 euros that replaces an overhead installation with a prefabricated center and an underground section, with the stated objective of reinforcing the quality of the electricity supply in the Gamero area. For the residents of Pruna, the change implies the removal of two supports and the final section of the overhead line, in addition to a new transformation point in the municipality.
