Three battery storage facilities authorized to hybridize solar parks in Seville

The General Directorate of Energy Policy and Mines, under the Ministry for the Ecological Transition and the Demographic Challenge, has granted the prior administrative authorization and the administrative construction authorization for three battery energy storage systems (BESS) intended to hybridize existing solar photovoltaic plants in the municipalities of Alcalá de Guadaíra and Utrera (Seville). The three resolutions, signed on July 31, 2026, by the general director Manuel García Hernández, are published in the Official Gazette of the Province of Seville number 163, dated August 24, 2026, in the State Administration section.
The three files were processed in accordance with articles 127 and 131 of Royal Decree 1955/2000, of December 1, and utilized the simplified environmental assessment exemption and the simplified procedure provided for in Royal Decree 997/2025, of November 5, which approves urgent measures to reinforce the electrical system. In all three cases, the reduction of deadlines under article 6 of this regulation was applied, and the facilities will evacuate their energy to the transmission grid at the Don Rodrigo 400 kV substation, owned by Red Eléctrica de España.
Three modules, three promoters
- BESS GES, 39.6 MW, promoted by Gestenia Energía, S.L., to hybridize the “GES” solar photovoltaic plant of 46.2 MW in Alcalá de Guadaíra (registry RE-115043). Resolution PFot-ALM-194, CVE BOP-SE-2026-163026.
- Don Rodrigo II, 39.6 MW, promoted by Urso Solar, S.L.U., to hybridize the “Don Rodrigo II” solar plant of 45.6 MW in Utrera (registry RE-114445). Resolution PFot-ALM-165, CVE BOP-SE-2026-163027.
- Bianor, 28.37 MW, promoted by Bianor Solar, S.L.U., to hybridize the “Bianor” solar plant of 33 MW in Utrera (registry RE-114446). Resolution PFot-ALM-169, CVE BOP-SE-2026-163028.
Together, the three modules total 107.57 MW of installed storage capacity.
Processing and evacuation
The files were initiated in the Industry and Energy Area of the Government Sub-delegation in Seville and were subject to public consultation in the Official State Gazette and the Official Gazette of the Province of Seville, with no objections received. The reports from the consulted bodies—including the Provincial Council of Seville, the Territorial Delegation of Development, and Red Eléctrica de España—showed no opposition.
The evacuation infrastructure of each module consists of a 30 kV underground line and a sectioning center that connects to the Marchamorón 30/220 kV substation, utilizing the existing infrastructures of each photovoltaic plant up to the Don Rodrigo 400 kV substation. The promoters signed the agreement for the distribution of responsibilities regarding the shared evacuation infrastructures, in accordance with article 21.5 of Law 24/2013, of December 26, on the Electricity Sector.
Boost to energy storage
The authorization allows each facility to store both the energy generated by its photovoltaic plant and that acquired from the grid, for subsequent management and delivery back to the grid, which reinforces the flexibility of the electrical system in the province. The resolutions are granted without prejudice to the land-use and environmental authorizations that may be necessary for the execution of the works.
The publication of these three authorizations in a single bulletin reflects the boost to energy storage as a key piece of the ecological transition in Seville, by allowing solar parks already in operation to incorporate batteries and contribute to a more stable and efficient management of renewable energy in the transmission grid.
