Dismantling of the El Espín substation in Coaña authorized

The Department of Science, Industry, and Employment of the Principality of Asturias has authorized Viesgo Distribución Eléctrica, S. L. to close and dismantle the El Espín substation, a high-voltage electrical installation located in the municipality of Coaña. The authorization is detailed in the Resolution of August 31, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) No. 174 of September 9, 2026, corresponding to file AUTO/2026/71307 (AT-14210).
The request was submitted by the company on July 2, 2026 and, following the regulatory procedures of Title VII of Royal Decree 1955/2000, of December 1, the Department has resolved to grant the administrative authorization for closure. The resolution is issued by delegation of the head of the General Directorate of Energy and Mining, in accordance with the Resolution of May 19, 2025.
Installation Characteristics
The El Espín substation features an outdoor 36 kV yard and a building housing the 12 kV distribution equipment, the power transformers associated with the different voltage levels, and their low-voltage auxiliary systems. Control systems, auxiliary services, and high- and low-voltage cabling will also be removed.
- Location: LG Espín, Carretera de Folgueras, P. C. 33719, municipality of Coaña.
- Objective: to improve the reliability of the distribution network through the incorporation of new technologies.
- Budget: €30,965.84.
All equipment is currently out of use, as a reorganization of the high-voltage lines in the area has previously taken place; these have been transferred to fully operational 22 kV cells located in annexed buildings within the same plot, which function as a distribution center.
Conditions of the Authorization
The installation must be carried out in accordance with the submitted project and comply with the applicable High and Low Voltage Electrotechnical Regulations. The technical conditions imposed by the various affected administrations, bodies, or public service companies shall be met.
Once the closure and dismantling have been carried out, the company must request that a closure report be drawn up, following the submission of a Final Work Certificate accrediting that the works have been performed according to the project specifications and technical regulations.
Deadlines and Appeals
The authorization is granted solely for administrative purposes, without prejudice to civil rights and obligations, and does not exempt the company from obtaining other authorizations, concessions, or licenses, particularly those relating to land use, urban planning, and the environment. An execution period of one year is available starting from the acquisition of all such permits.
This act exhausts all administrative remedies. An appeal for judicial review may be filed before the Administrative Chamber of the High Court of Justice of Asturias within two months, or an optional appeal for reconsideration may be filed before the same body within one month.
The decision represents a further step in the modernization of the Asturian electricity distribution network, replacing obsolete infrastructure with more efficient 22 kV switchgear, with a consequent impact on the reliability of the supply in the western region.
