220 kV double-circuit line authorized in Loeches with urgent expropriations

The General Directorate of Energy Transition and Circular Economy of the Regional Ministry of Environment, Agriculture and Interior has authorized Red Eléctrica de España, S. A. U. to modify the 220 kV overhead lines “Arganda-Loeches”, “Coslada-Loeches 1”, and “Loeches-Vallecas 1-2” to form a double node at the Loeches substation (RSE89), located at 55 Avenida Constitución. The decision is recorded in the BOCM number 255, dated October 26, 2026, section I.D (Announcements), page 241, with reference BOCM-20261026-58.

The Resolution of October 6, 2026 resolves three matters simultaneously: the prior administrative authorization, the approval of the execution project, and the specific declaration of public utility of the installations. The latter implies the necessity of occupying the affected assets and rights and entails urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law, according to Article 54 of Law 24/2013, of December 26, of the Electricity Sector.

The case file is 2025P305 - 14-0141-00305.1/2025, initiated by a letter from the company received on March 25, 2025 (reference 10/256129.9/25) and accompanied by a project endorsed on March 18, 2025, by David Gavín Asso, member number 2207 of the Official College of Industrial Engineers of Aragon and La Rioja.

Three modified lines and two sub-nodes

The action reorganizes the substation positions into two sub-nodes, A and B, and renames the installations:

• Coslada-Loeches 1, which will be renamed Coslada-Loeches A 1: new 220 kV overhead line from the outdoor position currently called “Arganda” (future “Coslada 1”), with 3 alignments and 2 new supports (T01A and T01B), 105 meters and simplex Cóndor conductor.
• Arganda-Loeches, which will be renamed Arganda-Loeches B: 155 meters from support T-200 to the “Coslada 1” position, which will be renamed “Arganda”, with duplex Gull conductor.
• Loeches-Vallecas 1 and 2, which will be renamed Loeches A-Vallecas 1 and 2: heightening of support T-01 and reinstallation of conductors, 148 meters of double circuit with simplex Cóndor conductor.

Four new supports and dismantling of one existing support

The project includes the installation of four new supports: T01A and T01B of the Pórtico Olmo 140 2TA ESP type, T201B of the D2S2 Especial type, and T201A of the HAYA 2300 F61E type. Additionally, 125 meters of single-circuit line, 75 meters of double-circuit line, and one lattice support, T-201, will be dismantled. All project coordinates refer to zone 30 and the service voltage is 220 kV.

No objections and with a favorable state report

The processing accumulated the mandatory reports. The General Directorate of Energy Policy and Mines issued a favorable report, received on November 26, 2025 (reference 30/087091.9/25). The Canal de Isabel II confirmed that there are no impacts on its infrastructure, and the General Directorate of Urban Planning raised no objections. The State Aviation Safety Agency (AESA) declared itself incompetent to rule, although it warned that any construction in aeronautical easement zones requires its favorable resolution. The environmental body resolved, on February 11, 2026 (SEA 9.59/25), that an environmental impact assessment is not necessary.

The joint public information was published via an announcement on June 15, 2026 (BOCM number 160, of July 7, 2026), with exhibition on the municipal notice board between July 3 and August 14, 2026, and publication in the newspaper El País on August 21. No allegations were submitted. The Loeches City Council did not respond to the transfer of separate documents within the thirty-day period, which is understood as conformity.

24-month period and two affected plots

The works must be executed within a period of 24 months from notification; if the authorization for operation is not requested within that period, the project approval will expire. The list of affected assets and rights includes two plots within the municipal boundary:

• Polygon 20, plot 1 (cadastral reference 002000100VK67A), belonging to UFD Distribución Electricidad, S. A., with four supports over 236 square meters, 1,487 of overhang, 2,029 of safety zone, and 6,441 of temporary occupation.
• Polygon 41083, plot 1 (reference 4108301VK6740N), belonging to the Junta de Compensación Sector 4 de Loeches, with support T-1 over 1,668 square meters and 1,029 of access.

Against the resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed within one month before the Vice-Counselor of Environment, Agriculture, and Territorial Planning.

The authorization clears a reinforcement work of the transport network in the eastern corridor of the region, but its scope goes beyond engineering: by declaring public utility, the Community enables the urgent occupation of rural land in Loeches, allowing the company to intervene in the plots without waiting for an agreement with the owners. In any case, the action is granted without prejudice to pending authorizations from other bodies, including that of AESA.
