Batteries authorized to hybridize two Sevillian solar parks

The General Directorate of Energy Policy and Mines, under the Ministry for the Ecological Transition and the Demographic Challenge, has granted, through two resolutions dated July 31, 2026, the prior administrative authorization and the administrative construction authorization for two battery storage modules with an installed capacity of 39.6 MW, intended for the hybridization of existing solar photovoltaic parks in the province of Seville. Both resolutions are published in the Official State Gazette (Boletín Oficial del Estado) number 203, dated August 19, 2026, in section III (Other provisions).

Two projects, two promoters

The first resolution, reference BOE-A-2026-17938, grants the authorizations to Gestenia Energía, SL for the battery storage module «BESS GES», of 39.6 MW, and its evacuation infrastructure, for its hybridization with the existing solar photovoltaic park «GES», of 46.2 MW, in the municipality of Alcalá de Guadaíra. The plant, registered in the Administrative Registry of Electric Power Production Facilities under number RE-115043, has access and connection permits to the transmission grid at the Don Rodrigo 400 kV substation, owned by Red Eléctrica de España, SAU.

The second resolution, reference BOE-A-2026-17939, grants the authorizations to Urso Solar, SLU for the battery storage module «Don Rodrigo II», of 39.6 MW, and its evacuation infrastructure, for its hybridization with the existing solar photovoltaic park «Don Rodrigo II», of 45.6 MW, in the municipalities of Utrera and Alcalá de Guadaíra. This plant is registered under number RE-114445 and likewise evacuates to the Don Rodrigo 400 kV substation.

Regulatory framework and processing

Both files were processed in accordance with articles 127 and 131 of Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electric energy installations, and under the protection of Law 24/2013, of December 26, on the Electricity Sector. The key procedural novelty is Royal Decree 997/2025, of November 5, on urgent measures for the reinforcement of the electrical system, which introduces the exemption from simplified environmental assessment for the hybridization of storage modules and a simplified procedure with reduced deadlines, which both promoters utilized.

The processing was initiated in the Industry and Energy Area of the Government Sub-delegation in Seville and was submitted for public consultation without any allegations being received. In the case of Urso Solar, the General Directorate issued a joinder agreement (file PFot-ALM-165 AC) to jointly process the Don Rodrigo II and Bianor modules, which was subsequently severed.

Evacuation Characteristics

The evacuation infrastructure for both modules consists of:

An underground line at 30 kV that connects to a sectioning center and, from there, to the Marchamorón 30/220 kV substation.
The sectioning center itself.

The remainder of the route to the transmission grid utilizes the existing infrastructure of each photovoltaic plant and includes the Marchamorón 30/220 kV substation, the 220 kV overhead line to the Matallana 220/400 kV substation, and the 400 kV overhead line to the Don Rodrigo 400 kV substation, owned by Red Eléctrica de España, SAU. Both developers signed the responsible declaration certifying compliance with applicable regulations and provided the modification of the developers’ agreement regarding the distribution of responsibilities for the shared evacuation infrastructures.

A Boost to Energy Storage

The authorization of these two modules, which total 79.2 MW of storage capacity, reinforces the hybridization of photovoltaic generation with batteries in Andalusia, a significant step for the integration of renewables and the stability of the electrical system. By allowing the storage of both the energy produced by the plants and that acquired from the grid for subsequent delivery, these facilities contribute to the ecological transition and supply flexibility in the province of Seville.
