Por FactBox Admin

The Territorial Service of Industry, Energy and Mines of Castellón has granted Mediterranean Sun Power 1, SL the prior administrative authorization and the administrative construction authorization for the MSP1 Pinella 3 photovoltaic plant, with an installed capacity of 2,640 kW, on non-urbanizable land in Vila-real (Castellón), and has approved the decommissioning and restoration plan for the land and its surroundings. The resolution, dated September 1, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) No. 10462, of September 30, 2026, section III, with the official reference DOGV-C-2026-28668 and file number ATALFE/2022/43/12.
The authorization is part of the integrated authorization procedure for photovoltaic plants located on non-urbanizable land, established by Decree-law 14/2020, of August 7, of the Consell, regarding measures to accelerate the implementation of renewable energies. The competent body is the Territorial Service of Industry, Energy and Mines of Castellón, under the Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery, and the resolution is signed by its head of service, Gerardo Nebot García.
A processing period of nearly four years
The application was submitted on December 27, 2022, and the file was initiated that same year. The admission for processing by the Territorial Service is dated April 14, 2025, and the administrative fee was paid on April 15, 2025.
The project underwent two thirty-day public information periods, with no allegations presented in either:
- First period: announcements in the DOGV of December 30, 2025 and in the Official Gazette of the Province of Castellón of December 18, 2025; municipal public exhibition between December 2, 2025, and January 4, 2026.
- Second period: announcements in the DOGV of July 23, 2026 and in the Official Gazette of the Province of Castellón of July 28, 2026; municipal public exhibition from July 13 to August 14, 2026.
The file incorporates favorable and binding reports from the competent bodies for land use and landscape, with references 23056_12135_R IEFTV and 25544EP, as well as the favorable report from the Directorate General of Natural and Animal Environment and Environmental Assessment. The installation is not subject to an environmental impact assessment.
Technical characteristics of the installation
The plant is located in the Pinella area, polygon 37, plots 102, 103, 108, and 109, in Vila-real, with its geometric center at UTM ETRS89 coordinates zone 30 (X: 741,803; Y: 4,424,915). Its main data are:
- Installed capacity: 2,640 kW, limited via plant control system to 2,600 kW.
- Generator sets: 4,212 modules of 730 W unit power, monocrystalline silicon, with a peak power of 3,074.76 kW.
- Inverters: 8 units of 330 kW at 40 ºC.
- Transformation center: prefabricated concrete building with two 1,600 kVA transformers and a 0.8/20 kV ratio.
- Evacuation: 20 kV underground line to an independent sectioning center shared with the Pinella 2 installation (ATALFE/2023/187/12) and a 60-meter line to line 15 Bechí-Esmalglas of the ST Bechí (Nules), owned by I-DE Redes Eléctricas Inteligentes, SAU.
- Global budget: 1,101,968.21 euros.
Constraints, deadlines, and guarantees
The prior authorization has retroactive effect from August 31, 2026. The execution period for the installations may not exceed 20 months starting from the day following the notification of the resolution, and the promoter has a period of three months to request an extension of the operation authorization milestone, not exceeding eight years in any case.
Among the imposed obligations, the following stand out:
- Establish a financial guarantee of 61,495.20 euros for decommissioning and restoration, deposited with the Valencian Tax Agency.
- Execute landscape integration measures before commissioning.
- Request provisional operation authorization within a maximum period of ten business days after the completion of the works.
- Pay the Vila-real City Council the use and exploitation fee for non-urbanizable land, equivalent to 2% of the material execution budget.
The approved decommissioning plan, with a budget of 49,240.28 euros, includes the dismantling of modules, inverters, support structures, transformation centers, perimeter fencing, and underground lines, as well as the demolition of concrete slabs and the recovery of the crops. An administrative appeal may be filed against the resolution, which does not exhaust administrative remedies, before the General Directorate of Energy and Mines within one month.
The authorization consolidates the photovoltaic implementation in the municipality of Vila-real, where the plant will share evacuation infrastructures with another installation from the same promoter, and establishes for the municipality an economic return via an urban planning fee and for the promoter a strict execution and decommissioning schedule. The project thus adds to the renewable deployment on non-urbanizable land in the province of Castellón, subject to environmental, landscape, and land restoration guarantees.
