Transmission of the Llerena radio license authorized

The Governing Council of the Junta de Extremadura, in its session on July 28, 2026, authorized the legal transaction for the transfer of the radio audiovisual communication license for the town of Llerena (Badajoz), on the frequency 106.7 MHz. The operation transfers the title from its current holder, Cáceres, Badajoz y Mérida, SL, to Studios Soroki, SL, which is expressly subrogated to all rights and obligations assumed by the previous operator.
The agreement is made public through the Resolution of August 19, 2026, by the Councilor for Finance, Public Administration and Social Dialogue, María Elena Manzano Silva, published in the Official Gazette of Extremadura number 167, of August 28, 2026, in section III of Other Resolutions, with reference 2026062197.
A process with double authorization
The transfer of an audiovisual license requires the approval of two administrations. On one hand, the Secretary of State for Telecommunications and Digital Infrastructure (Ministry for Digital Transformation and Civil Service) granted on June 8, 2026, the prior authorization for the transfer of the public domain concession DGBA-0800274, attached to the enabling title. On the other, the Audiovisual Communication Service of the Junta analyzed the documentation and conducted an inspection visit on June 25, 2026, without detecting any deficiency or irregularity.
The application had been submitted on April 21, 2026, to the General Secretariat of the then Ministry of Finance and Public Administration, signed by:
- Jesús María Rueda Campos, representing Cáceres, Badajoz y Mérida, SL (transferor).
- María de los Dolores Diéguez Cordo, representing Studios Soroki, SL (acquirer).
License background
The Llerena frequency was definitively awarded to Cáceres, Badajoz y Mérida, SL by Agreement of the Governing Council on February 20, 2024, as an administrative concession for the operation, under an indirect management regime, of the public sound broadcasting service on metric waves with frequency modulation, of a commercial nature. Subsequently, on July 30, 2024, the concession was transformed into a license for the provision of the radio audiovisual communication service.
Regulatory framework
The operation is supported by Law 13/2022, of July 7, General Law of Audiovisual Communication, which establishes the basic legal regime of the sector, and by Decree 134/2013, of July 30, on Audiovisual Communication of the Autonomous Community of Extremadura, modified by Decree 13/2019, of March 6. The prior state authorization complies with Royal Decree 123/2017, of February 24, which regulates the use of the public radioelectric domain.
Regional competence derives from Article 10.1.8 of the Statute of Autonomy and from the transfer of functions regarding broadcasting carried out by Royal Decree 2167/1993, of December 10.
Impact for the region
With this authorization, Studios Soroki, SL assumes the management of the 106.7 MHz station in Llerena, remaining subject to compliance with the conditions of the General Law of Audiovisual Communication. For the listeners of the region, the change in ownership does not alter the provision of the service, which maintains its technical characteristics and coverage, although it opens the door to a new stage in the programming and management of the local radio.
