Substitution of the Regenta high-voltage line in Oviedo authorized

The Department of Science, Industry and Employment of the Principality of Asturias has authorized Hidrocantábrico Distribución Eléctrica, S. A. to replace the cabling of the 20 kV “Regenta” high-voltage underground line in the neighborhoods of La Ería and Parque del Oeste in Oviedo. The decision is detailed in the Resolution of September 3, 2026, published in the Official Gazette of the Principality of Asturias number 177, dated September 14, 2026, under file AUTO/2026/71271 (AT-12969).

The project, budgeted at 169,726.74 euros, aims to improve the quality and safety of the electricity supply in these two areas of the Asturian capital by replacing the aged insulated cable of the single-circuit “Regenta” line.

A file processed in three months

The request from Hidrocantábrico Distribución Eléctrica, S. A. was submitted to the Department on June 24, 2026, requesting prior administrative authorization and construction authorization for the installation. After completing the regulatory procedures of Title VII of Royal Decree 1955/2000, of December 1, and analyzing the technical documentation, the resolution grants both authorizations.

The authority to resolve corresponds to the General Directorate of Energy and Mining, acting by delegation of the Department according to the Resolution of May 19, 2025. The regulatory framework is completed by Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000 itself.

Four replacement sections

The work consists of installing aluminum conductors with dry insulation type HEPRZ1 12/20 kV 3x(1x240kAl+H16) in piped ducting, distributed across four sections:

• Section 1: between the joints with the line coming from the transformation center CT “La Ería” and those going towards CT “Balcones de La Ería”, 72 meters.
• Section 2: between CT “Bances Candamo” and CTP “Nuevo Tartiere”, 470 meters.
• Section 3: between CTP “Nuevo Tartiere” and CT “Parque del Oeste”, 307 meters.
• Section 4: between CT “Parque del Oeste” and the joints towards CT “URB Fuente de Olivares”, 196 meters.

The location is situated on Alejandro Casona Street and Ricardo Vázquez Prada Street, in La Ería, and on Antonio Sánchez Street, in Parque del Oeste.

Conditions and deadlines

The installation must be executed in accordance with the submitted project and comply with the applicable High and Low Voltage Electrotechnical Regulations. Once completed, the application for operating authorization shall be submitted, accompanied by a certificate of completion signed by a competent qualified technician, and the conditions imposed by the affected administrations and bodies shall be met.

Authorizations are granted for administrative purposes only, without prejudice to third parties and without exempting the holder from other urban or environmental licenses. An execution period of one year is available from the time all such licenses are obtained. Against the resolution, which exhausts administrative remedies, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Asturias within two months, or an optional appeal for reversal within one month.

An improvement for the urban supply

The renovation of the “Regenta” line represents a direct investment in the reliability of the distribution network of two established neighborhoods in Oviedo, reducing the risk of incidents due to aging cabling and reinforcing the quality of the electrical service received by the residents of La Ería and Parque del Oeste.
