Electrical reform of the Bronchales transformation center authorized

The Provincial Council of Teruel has granted the prior administrative and construction authorization for the renovation and installation of remote control at the transformation center CT Z03617 “Bronchales nº 2”, a high-voltage project promoted by Edistribución Redes Digitales SLU. The resolution, signed by the Director of the Provincial Service of Teruel of the Department of Economy, Competitiveness, and Employment, is published in the Official Gazette of the Province of Teruel on August 27, 2026, number 163, with number 2026-1920 and file TE-SP-ENE-AT-2026-011.

The authorization is based on the favorable report from the Energy Section, dated June 18, 2026, which certifies compliance with the regulatory procedures required by the sectoral regulations for electrical installations.

Regulatory and Competence Framework

The resolution is issued under the regulations governing high-voltage electrical installations and the authorization procedure, which include:

• Royal Decree 1955/2000, of December 1, on the transport, distribution, marketing, supply, and authorization of electrical installations.
• Royal Decree 337/2014, of May 9, Regulation on technical conditions and safety guarantees in high-voltage electrical installations (ITC-RAT 01 to 23).
• Royal Decree 223/2008, of February 15, Regulation on technical conditions and safety guarantees in high-voltage power lines.
• Law 1/2021, of February 23, on administrative simplification.

Competence is exercised in accordance with article 75.4 of the Statute of Autonomy of Aragon and the organic structure established by decrees 27/2026 and 199/2024 of the Government of Aragon.

Installation Characteristics

The project will be carried out at transformation center Z03617, an isolated surface-level local type, located at calle Europa, 1, in the municipality of Bronchales (Teruel), for the purpose of providing a new supply. The budget amounts to €12,636.59 and the installation is listed as NER financed by third parties.

The planned renovation works include:

• Replacement of the existing transformer with a new 400 kVA B1B2 unit.
• Replacement of the medium and low voltage jumpers.
• Installation of an upper ventilation grille.
• Installation of a new 24 kV and 400 A switch-disconnector with control and thermal probe, replacing the current disconnector and fuse.
• Installation of an oil collection sump for the new transformer.

Conditions and Deadlines

The authorization is granted subject to several conditions. The holder must execute the project and request the commissioning within a period of 12 months from the notification of the resolution, a period that shall be suspended while the necessary authorizations, permits, and licenses are obtained, provided that the delay is not attributable to the holder. Likewise, the holder must comply with the conditions of the affected bodies, and the authorization is granted without prejudice to third parties and to the municipal, provincial, or other licenses that may be necessary.

Against the resolution, which does not exhaust the administrative route, an appeal for reversal (recurso de alzada) may be filed in accordance with Law 5/2021, of June 29, on the Organization and Legal Regime of the Autonomous Public Sector of Aragon.

Relevance to the locality

The modernization of the Bronchales transformation center, with the replacement of the transformer and the incorporation of remote control, will allow for a safer and more efficient management of the electricity supply in the Teruel town. The improvement of distribution infrastructures in the Aragonese rural environment reinforces the quality and continuity of the electrical service, a key factor for population retention and the development of the small municipalities of the province.
