The Provincial Service of Economy, Competitiveness and Employment of Huesca, under the Department of Economy, Competitiveness and Employment of the Government of Aragon, has granted Edistribución Redes Digitales SLU the prior administrative and construction authorization to renovate the prefabricated transformation center Z15341 CDT-GABARRE, located on road A-131, kilometer 100, polygon 5, plot 8, in the municipality of Huesca. The resolution, signed on October 16, 2026, by the provincial director, Marta P. Rodríguez Vicente, is published in the Official Gazette of the Province of Huesca number 202, corresponding to Wednesday, October 21, 2026, in the Autonomous Administration section, pages 54 and 55, with the official reference BOPH-2026-202024.

The file, processed under number HU-SP-ENE-AT-2026-075, was initiated at the request of the distributor itself, and it is stated that the regulatory procedures of Title VII of Royal Decree 1955/2000, of December 1, have been complied with. The authorization is granted within the framework of the shared energy competencies that article 75.4 of the Statute of Autonomy of Aragon attributes to the Autonomous Community.

An action to improve the supply

The gazette describes the intervention as a natural network extension financed by the distributor, the purpose of which is to improve the electricity supply in the area. The renovation affects the two independent busbars of the existing center: CD 60665 “CDT-GABARRE 15kV” and CD 60666 “CDT-GABARRE 10kV”.

The technical project was drafted by Ms. Pilar Lázaro Barquín, chartered industrial technical engineer number 10001, with visa number VIZA264807 dated June 15, 2026, from the Official College of Industrial Experts and Technical Engineers of Aragon.

New cubicles, displacements, and transformer protection

The technical characteristics detailed in the resolution are as follows:

  • Installation of two new motorized modular cubicles with disconnecting switches under gas-insulated metal-enclosed switchgear, for auxiliary services and metering.
  • Nominal current of 630 amperes, short-circuit current of 20 kA, and insulation voltage of 24 kV.
  • Displacement of the existing line cubicles connected to lines L.S.M.T “HUESCA_EST\15\SERRETA” and L.S.M.T “PLHUS\15\PLHUS_1”.
  • Dismantling of the boundary cubicle between both busbars.
  • Displacement of the line cubicles connected to L.S.M.T “HUESCA_EST\10\CD_GABARRE” and L.S.M.T “HUESCA_SUR\10\PGNO_29_N2”.
  • New location for the protection cubicle of transformer TR1, 250 kVA, which is being maintained.
  • Installation of 32-ampere APR-type fuses in the TR1 protection cubicle and an oil temperature probe with a trip point at 105 degrees.

The resolution mandates compliance with the conditions established in the reports issued by the affected bodies and is granted without prejudice to the authorizations, licenses, or permits within the jurisdiction of municipal, provincial, and other administrations, as well as without prejudice to property and third-party rights.

Execution period and appeal process

The commissioning period shall be 24 months starting from the day following the notification to the holder of the resolution. Against this agreement, which does not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed before the Minister of Economy, Competitiveness, and Employment within one month, in accordance with articles 121 and following of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The authorization is further supported by Law 24/2013, of December 26, on the Electricity Sector; Royal Decree 223/2008, of February 15, on high-voltage power lines; Royal Decree 337/2014, of May 9, on high-voltage electrical installations, and Decree 199/2024, of November 29, on the organic structure of the department.

The reform of the CDT-GABARRE directly affects residents and companies in the vicinity of the A-131 highway, one of the main access routes to the city of Huesca, who will experience traffic restrictions and easements during the works. The action, however, is aimed at reinforcing the quality and continuity of the electricity supply in a residential and industrial area, with a maximum period of two years for its entry into service.
