Autorizada la reforma de dos centros de transformación eléctrica en Grañén

The Provincial Service of Presidency, Economy, and Justice of Huesca has granted the prior administrative and construction authorization to Edistribución Redes Digitales SLU for the closure between the transformation centers Sáez Bercero and Foncillas and the renovation of both in the municipality of Grañén. The resolution, processed under file HU-SP-ENE-AT-2026-074, is published in the Official Gazette of the Province of Huesca number 198, corresponding to Thursday, October 15, 2026, in the Autonomous Administration section.

The action is framed within Title VII of Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, supply, and authorization procedures for electrical energy installations. The file consists of the completed regulatory procedures, and the resolution is issued by virtue of the shared competencies in energy matters that article 75.4 of the Statute of Autonomy of Aragon attributes to the Autonomous Community, together with Decree 199/2024, of November 29, regarding the organic structure of the Department of Presidency, Economy, and Justice.

Prior and Construction Authorization

The resolution grants Edistribución Redes Digitales SLU, with registered office at Doctor Aznar Molina 2 street, Zaragoza, the prior administrative and construction authorization to execute the installation project. The technical document was drafted by Ms. Pilar Lázaro Barquín, chartered industrial technical engineer number 10001, with visa number VIZA264554 on June 8, 2026, by the Official College of Experts and Industrial Technical Engineers of Aragon.

This is a natural network extension financed by the distributor, the purpose of which is to renovate both existing transformation centers and execute a medium-voltage underground line. The authorization is granted without prejudice to the licenses or permits of municipal, provincial, and other necessary jurisdictions, and subject to property and third-party rights.

Technical Characteristics of the Action

The basic characteristics described in the resolution are as follows:

  • New 15 kV medium-voltage underground line, with a length of 480 meters and RH5Z1 12/20 kV 3x1x240 mm² Al conductor.
  • Connection between transformation center Z07909 “Sáez Bercero”, in the new cell 27, and center Z07916 “Foncillas”, in the new cell 37, within the municipality of Grañén.
  • Renovation of center Z07909: replacement of existing L+P masonry cells with new switchgear featuring 2L+P modular cells, motorized and remotely controlled.
  • Renovation of center Z07916: same replacement with motorized and remotely controlled 2L+P modular cells, in addition to the replacement of the existing 400 kVA transformer with a new 630 kVA, 15/0.4 B1B2 kV transformer.

Deadlines and appeals

The implementation period will be 24 months starting from the day following the notification of the resolution to the holder. The resolution is dated Huesca, October 9, 2026, and is signed by the provincial director, Marta P. Rodríguez Vicente.

Against the resolution, which does not end the administrative process, an administrative appeal (recurso de alzada) may be filed before the Minister of Economy, Competitiveness and Employment within one month, in accordance with articles 121 and following of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, without prejudice to any other appeal deemed appropriate.

The authorization directly impacts the electricity supply of Grañén, as it reinforces the medium-voltage network and expands the transformation capacity of one of the centers, allowing the town’s demand to be met with greater reliability and absorbing new consumption. Publication in the official bulletin also opens the period for interested parties to challenge the decision before the competent minister.
