HSOL2 photovoltaic solar plant authorized in Arcos de la Frontera

The Territorial Delegation of the Ministry of University, Industry, Energy and Innovation in Cádiz has granted the prior administrative authorization and the administrative construction authorization for the photovoltaic solar plant “PSFV HSOL 2”, promoted by the company HSOL 2 S.L., which will be located in the municipality of Arcos de la Frontera (Cádiz). The resolution, corresponding to file AT-16063/25, is published in the Official Gazette of the Province of Cádiz number 179, dated September 16, 2026.

The installation, dedicated to the production of electrical energy through photovoltaic technology, will have 1.1 MW of installed power, 1.0505 MWp of peak power, and 1.0 MW of access capacity. The promoting company, with registered offices at calle Porvera 6-8 in Jerez de la Frontera, submitted its application on May 5, 2025.

Regulatory Framework and Processing

The resolution is issued under Law 24/2013, of December 26, on the Electricity Sector, Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, and supply of electrical energy, and Royal Decree 413/2014, of June 6, on the production of electrical energy from renewable sources. Law 2/2007 for the promotion of renewable energies in Andalusia and Decree-law 26/2021 on administrative simplification are also applied.

During the processing, the application and technical documents were forwarded within a thirty-day period to the bodies that could be affected, which provided their consent within the regulatory deadlines:

Technical Characteristics of the Installation

According to the consolidated project and the responsible declaration of September 19, 2025, the plant presents the following fundamental characteristics:

• 1,568 photovoltaic modules of 670 Wp maximum power each, on a fixed structure with two modules in vertical position.
• 1 transformation center of 1,133 kVA.
• 20 kV medium voltage underground line from the sectioning center to support MTA142988 of the MT Molinos Line, the connection point.

The technical project is signed by the industrial engineer Francisco Ríos Pizarro, member number 2322 of the Official College of Industrial Engineers of Western Andalusia.

Shared Evacuation and Conditions

The evacuation infrastructure—the sectioning center and the 20 kV underground line—is the subject of project PSFV HSOL 1 (file AT-15682-24), with which HSOL 2 shares an evacuation line and which already obtained its prior administrative and construction authorization from this Delegation on June 4, 2026. The possible impacts detected in the evacuation project were defined and resolved in the agreement signed by HSOL 1.

The authorization is granted subject to other necessary licenses or authorizations from other bodies, and shall become void if the access and connection rights that were mandatory for granting it expire. The holder must notify the Territorial Delegation of the completion of the works for final recognition and the extension of the operating authorization, submitting the documentation three months in advance.

Relevance for the municipality

The authorization consolidates a new renewable generation project in the Sierra de Cádiz region, which joins the already authorized HSOL 1 plant and shares its evacuation infrastructure to the distribution network. The plant will provide clean energy to the local electrical system and reinforces the Junta de Andalucía’s commitment to the promotion of renewable energies, within a context of administrative simplification of energy authorization procedures.
