Cartuja 2 solar plant of 36 MW authorized in Jerez

The Territorial Delegation of the Ministry of University, Industry, Energy and Innovation in Cádiz has granted prior administrative authorization to Jinko Greenfield Spain 7, S.L. for the high-voltage electrical installation known as the Cartuja 2 solar photovoltaic plant, in the municipality of Jerez de la Frontera. The resolution, processed under file AT-15726/24, is published in the Official Gazette of the Province of Cádiz number 185, dated September 24, 2026, and its insertion is also ordered in the Official Gazette of the Government of Andalusia.

A process initiated in March 2024

On March 1, 2024, the company requested prior administrative authorization and unified environmental authorization for a renewable energy generation installation using photovoltaic technology. The file was submitted for public consultation with announcements in:

On April 6, 2026, the territorial incidence report was issued, which was favorable and binding, and on July 16, 2026, the Territorial Delegation in Cádiz of the Ministry of Sustainability and Environment issued a favorable unified environmental authorization report (File AAU/CA/010/24).

Allegations from WIGEP Andalucía and Ecología y Libertad

During the process, Benbros Solar 1, S.L.U. (NIF B44578516) appeared, citing temporal precedence and priority of the PSFV Martelilla project, as did the Ecología y Libertad Association, citing a lack of documentation and information presented during the process and a lack of quality in the environmental impact study. The Delegation responds that it complied with the provisions of Article 125 of Royal Decree 1955/2000 and that the assessment of environmental aspects corresponds to the unified environmental authorization.

There is no agreement with WIGEP Andalucía, S.A. (NIF A29793239), which formulated the following allegations:

Affectation of the lands leased by PE Jerez, which are its property.
Priority and legitimate occupation of the lands.
Easement and operational incompatibility.
Non-consideration of the hybridization project of PE Jerez.
Need for a rethinking of the photovoltaic projects.

Technical characteristics and shared evacuation

Installed power: 36 MW; peak power: 54 MWp; access capacity: 36 MW.
90,007 modules of 600 Wp each.
110 inverters of 320 kW and 4 inverters of 200 kW.
3,000 vertical single-row trackers of 30 modules, with a single horizontal axis oriented north-south.
5 transformation centers: four with 23 inverters and a 7.68 MVA transformer, and one with 22 inverters and a 5.92 MVA transformer.

The evacuation will take place at the Martelilla 220/30 kV Collector Substation, processed by the Ministry for the Ecological Transition and the Demographic Challenge under file SGEE/Pfot-1095, held by Benbros Solar 1, S.L. The evacuation infrastructure is shared with PSFV Cartuja 1 (AT-15716-24) and PSFV Cartuja 3 (AT-15727-24). On July 14, 2026, Aurora Carmona Bernal, representing the company, submitted the partial withdrawal of the request for prior authorization of file AT-15259-24, regarding the 220/30 kV collector substation and the overhead line to the LAAT Fénix 220 kV.

Imposed conditions and appeal process

The authorization is conditional upon obtaining the prior administrative authorization for all infrastructures necessary for evacuation and does not waive other licenses or authorizations. Jinko Greenfield Spain 7, S.L. must adjust the final design to avoid impacts, ensure that no WIGEP asset or infrastructure is located within the plant’s fencing, respect the functional easements of the PE Jerez, and formalize a definitive agreement on impacts and crossings.

Against this resolution, which does not end the administrative process, an administrative appeal (recurso de alzada) may be filed before the counselor of University, Industry, Energy and Innovation of the Junta de Andalucía within one month from the day following notification. The document is signed by the territorial delegate in Cádiz, María Inmaculada Olivero Corral.

The authorization clears the administrative path for a project affecting landowners and tenants in the surroundings of Jerez and is integrated into a renewable hub shared with the Cartuja 1 and Cartuja 3 plants; therefore, its execution will now depend on the construction authorization and the closing of agreements with WIGEP Andalucía and Benbros Solar 1.
