Jacaranda Solar photovoltaic plant of 4.9 MW authorized in Jacarilla

The Territorial Service of Industry, Energy and Mines of Alicante (STIEMA) has granted the company Jacaranda Solar SPV, S.L. the prior administrative authorization and the administrative construction authorization for the photovoltaic plant Jacaranda Solar, with a nominal power of 4.9 MW, to be located in the municipality of Jacarilla (Alicante). The resolution, electronically signed on 4 August 2026, is published in the BOP of Alicante of 12 August 2026 and specifically declares the public utility of the evacuation infrastructure, which runs to Orihuela.
The file ATALFE/2022/73/03 was processed under the integrated procedure reserved by Decree-Law 14/2020, of 7 August, of the Consell for photovoltaic plants on non-developable land. The application was submitted on 23 December 2022 and admitted for processing on 25 January 2023. The project has a favourable environmental impact report of 11 February 2025 (file 14/2025/AIA, published in the DOGV No. 10072, of 24 March 2025), which concludes that the plant will not have significant effects on the environment. The overall execution budget amounts to €2,760,683.62.
A 4.9 MW plant connected to the grid in Orihuela
The plant, located on non-developable land (polygon 3, plots 174, 177 and 192 of Jacarilla), will deliver its energy through a 20 kV underground line in double circuit of 4,653 metres starting from the plant’s transformer centre and ending at the CT VISTABELLA GOLF 11, on line 14-CAPETA of the S. MIGUEL SALINAS substation, managed by I-DE Redes Eléctricas Inteligentes, S.A.U.
- Nominal power: 4.9 MWn; module power: 5,539 kWp.
- Granted access capacity: 4.9 MW (permits of 27 July 2022).
- Access and connection guarantees: €196,000, provided in 2022.
- The line crosses the livestock trail Vereda de Fuente Amarga, whose occupation will require a concession.
Public utility: expropriation and easements in two municipalities
The declaration of public utility, specifically, of the evacuation line implies the urgent occupation of the affected assets, for the purposes of article 52 of the Expropriation Act, and enables the expropriation of full ownership or the imposition of passage easements. The impact is specified on:
- Municipal properties (roads) of Jacarilla City Council in polygons 3, 4 and 5.
- Plots of Agrícola del Segura, S.A. and I-DE Redes Eléctricas Inteligentes, S.A.U. in Jacarilla and Orihuela.
- Roads of Residencial Entre Naranjos (Maracuyá, Bananero, Mango and Cocotero streets) and the plot of the transformer centre, in the municipality of Orihuela.
Dismantling guaranteed with €171,002.92
The resolution approves the decommissioning and restoration plan for the land and its surroundings, with a budget of €171,002.92, a figure that also sets the financial guarantee that the owner must deposit with the Valencian Tax Agency before the operating authorization, in accordance with Article 125 of Law 3/2026, of the Generalitat. The plan includes the decommissioning of facilities, recycling and waste management, and revegetation of the land, leaving no artificial element in the enclave.
The authorization consolidates a new photovoltaic project in the Vega Baja, a region in full expansion of renewable energies on agricultural land, and subjects its evacuation infrastructure to an expropriation regime that affects public and private properties in Jacarilla and Orihuela. For affected owners, publication in the official bulletin opens the avenue for objections inherent to the expropriation proceeding.
