Inari Solar's green hydrogen plant authorized in Zamora

The General Secretariat of the Ministry of Agriculture, Livestock, Rural Environment, and Environmental Policy of the Regional Government of Castilla y León has granted environmental authorization for the green hydrogen production plant generated from renewable sources that the company Inari Solar, S.L. projects in the municipality of Granja de Moreruela (Zamora). The decision is detailed in the Resolution of August 25, 2026, published in the Official Gazette of Castilla y León number 169, of September 1, 2026 (p. 47), with reference BOCYL-D-01092026-169-13 and file 508-22-AAZA.

The application was submitted by Inari Solar, S.L. on May 20, 2022, and was processed in accordance with the consolidated text of the Environmental Prevention Law of Castilla y León (approved by Legislative Decree 1/2015, of November 12) and the consolidated text of the Integrated Pollution Prevention and Control Law (Royal Legislative Decree 1/2016, of December 16). The project, named “Moreruela II”, already had a favorable environmental impact statement via Order MAV/305/2026, of March 27, published in BOCYL number 64, of April 6, 2026.

An electrolysis project powered by photovoltaics

The facility will produce hydrogen through water electrolysis using proton exchange membrane (PEM) technology, powered by a 50 MW solar photovoltaic plant for self-consumption located at the same site. The electrolysis plant will occupy approximately 5,000 m² within a plot of 123.77 ha in polygon 1, plot 882, and will be executed in isolation, without a hydrogen pipeline or electrical line.

  • 4 PEM electrolyzers of 10 MW each, grouped in independent modules.
  • Production capacity of 720 kg/h of high-purity hydrogen (99.999%).
  • Storage in up to 60 tanks of 200,000 liters, with a total volume of 12,000,000 liters and a maximum capacity of approximately 43.2 tons of hydrogen.
  • Annual electrical supply of 345.6 GWh/year, of which 112 GWh will come from photovoltaics and the rest from the grid with a renewable origin certificate.
  • Water supply from own wells, with a groundwater concession of up to 117,000.7 m³/year.

The produced hydrogen will be used for storage and distribution to green hydrogen consumers, with industrial applications, heavy transport, mobility, and supply stations or hydrogen refueling stations.

Processing and public participation

The file was submitted for public consultation via an announcement published in the Official Gazette of Castilla y León number 131, dated July 8, 2024, without any allegations being received during that process. During the investigation, reports were gathered from the Duero Hydrographic Confederation, the City Council of Granja de Moreruela, the territorial services of Health, Industry, Trade and Economy, and Environment of Zamora, and the Civil Protection Agency, among others.

The association Ecologistas en Acción de Zamora submitted a written statement of allegations on April 7, 2026, before the formal start of the hearing process, and was therefore considered untimely due to being premature; nevertheless, its considerations were analyzed and addressed in Annex I of the resolution. No allegations were received during the hearing process.

Conditions and deadlines

The environmental authorization integrates the prescriptions to prevent, reduce, and monitor atmospheric and acoustic pollution, the conditions regarding waste production and contaminated soils, the protection of soils and groundwater, and the conditions of the environmental impact statement. The holder will have a period of five years from the date of publication to launch the activity, subject to the submission of a responsible declaration.

The resolution, signed by the general secretary Mercedes Buendía Buendía, exhausts the administrative route and may be appealed for reconsideration within one month or before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months.

The authorization consolidates a strategic energy transition project in the rural environment of Zamora, which combines photovoltaic generation and green hydrogen production to supply industrial and mobility consumers, and which must now be materialized over the next five years.
